Update Regarding Project Status
Project Status: Remanded by DLCD
Status Description: On February 16, 2024, the Department of Land Conservation and Development provided Remand Order No. 001941 which remanded the prior approvals by the City of Newberg (City Ordinance No. 2023-2911) and Yamhill County (County Ordinance No. 930) back to the local jurisdictions. In circumstances where DLCD "remands" a decision, the decision is returned to the city and/or county for further consideration based on issues identified in DLCD's remand order.

Brian and Kathy Bellairs (applicant) are requesting approval of an amendment to the City of Newberg
(City) and Yamhill County (County) Comprehensive Plans to expand the City’s Urban Reserve Area
(URA) to include an approximately 95.3 gross acre site generally located northwest of the intersection of
NE Corral Creek Road and NE Fernwood Road. The parcels and public right-of-way comprising the proposed
URA expansion site are identified in Table 1 of the application attached, as well as the site map included with this submittal as Exhibit B. Legal descriptions for the individual parcels are provided in the title report included
with this submittal as Exhibit C.
