What is the American Rescue Plan Act (ARPA)?

The American Rescue Plan Act (ARPA)/State and Local Fiscal Recovery Funds (SLFRF) is a $1.9 trillion economic stimulus bill that was passed by the United States Congress in 2021. The purpose of the bill was to speed up the country's recovery from the economic and health effects of the COVID-19 pandemic. Funds may be used for a wide range of project types including infrastructure and other capital projects.

In 2018, the U.S. Treasury made opportunity zone designations across the country to encourage long-term investments through a federal tax incentive. Governor Brown's nomination resulted in Newberg and 85 other qualified opportunity zones in Oregon.

In May 2014, the City of Newberg received approval for a designated enterprise zone from Business Oregon.  The purpose of the enterprise zone is to encourage traded-sector business development by offering limited-time property tax relief (3 to 5 years) on the value of new investments.  Below you will find a map showing areas of Newberg where where the enterprise zone is located.  Businesses within the enterprise zone may qualify for this program.
