Project Description
The Housing Needs Analysis will address the following along with other issues:
- Project the number of housing units needed within the next 20 years;
- Review various factors that may affect housing mix, such as economic and demographic trends across the state and the nation;
- Determine the housing types that will be affordable to projected household types based on household income; and
- Estimate the number and type of additional housing units needed in each plan district.
Why do we need a Housing Needs Analysis? A Housing Needs Analysis will help the City of Newberg address increases in population, determine how much land is available for needed housing in the future, how much of that land is buildable, and if there is enough buildable residential land. The city received a grant from the Oregon Department of Land Conservation and Development (DLCD) to provide technical assistance (via a consultant, EcoNW) to the City for the purpose of increasing the supply and affordability of housing within the boundaries of the City.

Project News
December 20, 2018 - The Housing Needs Analysis kickoff meeting included an introduction to the Housing Needs Analysis. Project consultants, EcoNW addressed housing needs and a draft of the Buildable Lands Inventory (BLI) through a presentation. EcoNW and the City of Newberg sought input from the Project Advisory Committee on key assumptions and methods used to produce the draft BLI.
February 27, 2019 - The second Housing Needs Analysis meeting focused on the number of people expected to move to Newberg in the next 20 years. EcoNW also discussed housing deficits relating to income, the number of people who live and work in Newberg, the number of commuting to another community, and the implications of these factors on housing type and availability.
February 27, 2019 - At the Housing Needs Analysis public event EcoNW introduced members of the public to housing needs in Newberg and provided background on factors affecting housing choices like income and tenure (e.g., distinguishing unit type by owner or renter units) through a presentation. EcoNW and City of Newberg staff answered questions relating to Newberg's housing needs for the next 20 years.
March 14, 2019 - The third Housing Needs Analysis meeting focused on getting recommendations from the PAC on housing mix, density, redevelopment assumptions, and housing policy. The PAC also agreed to the several Strategic Priorities that included mandate maximum lot sizes, density bonuses, allow duplexes and tri/quadplexes in single family zones, and additional funding sources to support residential development. The PAC also added funding sources that included SDC Waivers/Bonds and General bonds under measure 102.
May 15, 2019 - At the fourth Housing Needs Analysis meeting, EcoNW presented infomation on the findings of the HNA, which showed a land and unit deficit and not enough housing available for very low income and very high income familes and individuals. The PAC, EcoNW, and the City of Newberg also discussed a draft list of Strategic Priorities and Actions that included the following:

Strategy 1: Ensure an adequate supply of land that is available and serviceable
Action 1.1. Conduct a full analysis of land sufficiency within the Newberg UGB
Action 1.2. Evaluate establishing mandated maximum lot size standards
Action 1.3. Evaluate establishing minimum density standards
Action 1.4. Evaluate expanded cluster development standards
Action 1.5. Evaluate expanding density bonuses
Strategy 2: Provide opportunity for a wider variety of housing types (supply, affordability, quality)
Action 2.1. Allow Duplexes/Triplexes/Quads in single family zones
Action 2.2. Allow Small/Tiny Homes
Strategy 3: Develop mandates and incentives that support affordable housing
Action 3.1. Establish vertical housing tax abatement district
Action 3.2. Establish an affordable housing property tax abatement
Action 3.3. Evaluate potential for Urban Renewal Districts
Action 3.4. Establish a Construction Excise Tax
May 30, 2019 - A the fifth Housing Needs Analysis PAC meeting, EcoNW presented a draft of the final HNA to staff and the PAC to ensure the recommendations of the PAC were fully captured before the final HNA is sent to DLCD. Changes to the HNA were minor and mostly revolved around correcting typos.
July 11, 2019 - The Planning Commission will recommend acceptance of the HNA to the Newberg City Council.
August 5, 2019 - The Newberg City Council will accept the HNA.
