Project Background and Purpose 

Why are we conducting an inventory?

Inventories of historic features were last conducted in 1985, 1990, and 2016 that focused on inventorying historic buildings and adding the Cameo Theater to the National Register of Historic Places. In May 2019, the City of Newberg was awarded a Certified Local Government grant from the State Historic Preservation Office and the National Park Service for the purpose of conducting an inventory of historic features that will focus on sidewalk features in downtown Newberg.  

The goal of this project is to successfully locate and document historic sidewalk features in and around downtown Newberg. The inventory will also include a list of coordinates that will be used to create GIS shapefiles and layers that can be easily used by the public. 

What type of features will be inventoried?

The City’s Historic Preservation Commission determined that inventorying historic sidewalk features like curb and sidewalk stamps, mail posts, horse rings, and historic rail tracks was a high priority and should be the focus of the City’s CLG grant. 

How was the project funded?

This publication was funded with the assistance of a matching grant-in-aid from the Oregon State Historic Preservation Office and the Historic Preservation Fund, National Park Service, Department of the Interior. Any opinion, findings, and conclusions or

February 12, 2020 at 6 PM: Project update (Newberg Public Safety Building 401 E 3rd Street).

Project News

  • August 29, 2019: Harris Environmental Group, Inc. was selected as the consultant responsible for leading the inventory. Harris Environmental will conduct background research, photograph features, document locations, and provide GIS shapefiles at the close of the project.
  • December 19, 2019: A presentation was held to inform members of the public on why the survey is being conducted and provide updates on the status of the inventory.
  • February 12, 2020: A presentation was held to update the public on the progress of the inventory.
  • April 16, 2020: Harris Environmental Group is continuing to provide progress reports and survey updates. A draft of the final report will be provided to City staff by July 13, 2020!

What is a Certified Local Government?

  • The Certified Local Government program was designed by the Federal government (National Park Service) and the State Historic Preservation Office (SHPO). Local governments must meet certain qualifications to become "certified" and thereby qualify to receive matching grants from SHPO. What is the grant amount?

  • SHPO awarded the City of Newberg $12,000. Funds can only be used for preservation activities and require a 50/50 match through funds or in-kind staff time.
