CPTA21-0001 Middle Housing (Duplexes, Triplexes, Quadplexes, Cottage Cluster & Townhomes)
Middle Housing (HB 2001)
In 2019, the Oregon Legislature passed House Bill (HB) 2001, which requires cities with populations over 10,000 to allow duplexes on single-family home lots. HB 2001 also requires cities of more than 25,000 people to allow triplexes, fourplexes, cottage clusters, and townhouses in residential areas.
The Department of Land Conservation and Development awarded the City of Newberg a $60,000 grant to bring the Newberg Comprehensive Plan and Development Code into Compliance with HB 2001. With a population of nearly 25,000, Newberg is updating our plan and code to comply with both the medium and large-city provisions.
The Newberg Middle Housing Code Assistance Project will bring the Newberg Development Code into compliance with HB 2001 and Oregon Administrative Rules for Middle Housing. Comprehensive Plan and Development Code amendments for duplexes will be developed and adopted by June 30, 2021. Comprehensive Plan and Development Code amendments for all middle housing types (triplexes, fourplexes, cottage clusters, and townhouses) will be developed by June 30, 2021, to meet the grant funding timeline, and adoption will then be completed in the fall of 2021 prior to June 30, 2022 deadline.

AD HOC MIDDLE HOUSING CITIZENS ADVISORY COMMITTEE
An Ad Hoc Citizens Advisory Committee has been established by the City Council to provide feedback to staff and the consultant team in developing the Comprehensive Plan and Development Code provisions to comply with HB 2001.
