The 2016 Transportation System Plan (TSP) identified the need to reconstruct N. Elliott Road between Highway 99W and Newberg High School to full, major collector street standards with sidewalks and bicycle lanes. The scope of work for the project includes but is not limited to:

The City retained Kittelson & Associates, Inc., and their sub-consultants CES|NW, Morgan Holen & Associates, LLC. / JLA Public Involvement to perform engineering, surveying, tree evaluation and public outreach tasks on this project. Council Resolution No. 2019-3547.   The project will span several fiscal years and progress updates will be provided throughout the various phases. This includes extensive public outreach with open houses and presentations for the community and opportunity for the Project team to hear comments and suggestions from the public.

Status Updates

October 13, 2023 Update  Pavement Striping and Marking on N Elliott Road - Haworth to Hayes 

The contractor (The Saunders Co) and subcontractor (Specialized Pavement Marking, Inc.) will be installing pavement striping and marking at night time (through the early morning hours before sunrise to minimize impact to residents and businesses) on October 19, 2023 (Thursday night) and October 20, 2023 (Friday night). The work zone is on N Elliott Road from the E Haworth Avenue intersection, south across Highway 99W, to the E Hayes Street intersection. Parking stalls impacted by the project will be restored and marked up. The pavement must be dry for this work, and may be rescheduled due to wet weather.

The City and the construction team appreciate your understanding and cooperation. We apologize for any inconvenience on you.

WHAT YOU CAN DO:

Expect traffic delay: Take N Villa Road or N Springbrook Road to detour around N Elliott Road, north of Highway 99W.

Observe traffic control and detour signs, watch for workers in construction zone, and drive with care.

Manage your parking because parking is not be allowed on N Elliott Road due to active pavement marking operations. N Elliott Road (99W to Haworth) remains closed to through traffic until all work is complete.

WHAT ARE NEXT:

The City appreciates the relocation work performed by franchise utility companies. However, Ziply Fiber has not fully completed the relocation of their telecommunication facilities since City's notification in February 2023. This delay unfortunately has hindered the full completion of the ADA concrete sidewalk facility for the project. Ziply has been informed of their full responsibility/liability due to this delay.

City's landscape subcontractor will be installing street trees and completing all landscaping requirements that include water-quality planting in the storm detention facility at the end of October, or in November 2023.

September 12, 2023 Update  Paving on N Elliott Road - 99W to Haworth 

The contractor (The Saunders Co) and subcontractor (Knife River) are paving N Elliott Road between Highway 99W and E Haworth Avenue starting September 19, 2023 (Tuesday) through September 22, 2023 (Friday). Paving will include E Norwood Court and E Redwood Court. Paving may extend through September 23, 2023 for any unanticipated reasons.

The construction team will also be grinding and removing the pavement in the N Elliott Road and Highway 99W area on Wednesday night September 13, 2023 in preparation for the paving work.

The paving operations will be in day time and continue through night time, and also in the very early morning hours to minimize impact to residents and businesses. The impact will be huge to everyone. Doorhangers will be provided by the contractor.

Paving will include asphalt driveway connections and several asphalt parking areas impacted by the project.

Pavement striping and marking is scheduled on October 9 and 10, 2023.

July 10, 2023 Update  Paving on N Elliott Road 

The contractor (The Saunders Co) and subcontractor (Knife River) are paving N Elliott Road between Newberg High School and E Haworth Avenue starting July 10, 2023 through July 14, 2023.  (View a copy of the doorhanger notices below.)

Road work will then begin on the south half of N Elliott Road (between Haworth Avenue and Highway 99W) through fall 2023. The exact date for this portion will be announced later.

June 5, 2023 Update  Pavement Reconstruction & Street Closure Notice for N Elliott Road

The construction of N Elliott Road has been moving along despite the problems with utility conflicts and the challenge of timely franchise utility relocation since groundbreaking in August 2022. PGE and Comcast Cable have completed their relocation work per City's request. It has been a challenge, however, for the City to receive a complete relocation schedule from Ziply Fiber.

The project has now reached its next milestone with pavement reconstruction. N Elliott Road from the Newberg High School to E Haworth Avenue, including the Elliott/Haworth intersection, will be closed to traffic starting Friday , June 15, 2023. Local traffic only will be allowed while the street is closed. The existing utility poles in the northern portion will be removed once Ziply Fiber completes their relocation work. The southern portion of N Elliott Road south of the Elliott/Haworth intersection will remain open to Highway 99W. The northern portion will be re-opened for all traffic on Thursday, August 31, 2023. The reconstruction of the southern half of N Elliott Road from the Elliott/Haworth intersection to Highway 99W will follow immediately in fall 2023 (September and October). April 3, 2023 Update  Construction Update on N Elliott Road

The City's contractor, The Saunders Co., Inc. has installed the curb-and-gutter and sidewalk on the eastside of N Elliott Road between E Haworth Avenue and Newberg High School. Curb-and-gutter and sidewalk on the westside will be next on the same stretch of N Elliott Road. Contractor has also been working diligently on installing utility conduits and PGE vaults as part of the effort to underground the power and provide street lighting. Utility locates have been one of the greatest challenges to the project 

There will be some paving work in the weeks and months ahead. Flaggers are on site to provide traffic control for construction. Please drive with care, observe speed limits, and watch out for construction workers, pedestrians, and anyone that uses Elliott Road. January 19, 2023 Update  Construction Update on N Elliott Road

The City's contractor, The Saunders Co., Inc. has been focusing mainly on construction items on N Elliott Road between E Haworth Avenue and the northern end of the street at Newberg High School (NHS). The water main and the storm main (except the side streets) are complete. The concrete curb and gutter along the east side in this area is substantially complete.

The construction team plans to install the concrete sidewalk on the east side next to the new curb in the next couple of weeks despite the fact that Ziply Fiber and Comcast still have to relocate their utility pedestals away from the proposed sidewalk area. It has been a challenge working with the franchise utility companies. This portion of the sidewalk will provide the only direct pedestrian route from NHS to E Haworth Avenue when construction impacts the existing sidewalk on the west side of N Elliott Road.

Flaggers may still be on site to provide traffic control as needed. Please drive carefully, observe speed limits, and watch out for construction workers and students. Safety is for everyone. Your patience, understanding and cooperation are very much appreciated.

October 20, 2022 Update  Construction Update on N Elliott Road Utility Work

Storm and waterlines are on the construction menu for the next several weeks. The City and the construction team encounters challenges in some questionable locates for franchise utilities. Construction progress has been slower than what the team hopes for. PGE, Ziply Fiber, and NW Natural have now stepped up their efforts to relocate utilities as needed that are in conflict with City's proposed storm and waterlines.

For this project, conflicts with PGE power at 3 locations have been resolved; conflicts with Ziply Fiber at several locations have reached a resolution; and today the conflict with an existing Northwest Natural gas line is being resolved upon the relocation of an existing gas line near the new stormwater pond facility on E Haworth Avenue. With franchise utility personnel on board, the project has witnessed: (a) A simpler effort to lift up the power conduit to allow the new storm pipe to get across the conflict area; (b) A greater effort to push the fiber cable to one side of the trench to allow the placement of the new waterline that runs parallel to the cable; and (c) The highest effort to relocate a 2 inch gas line so that the crossing conflict with the new storm pipe is taken care of.

City, Contractor and Newberg High School have also been working together closely to manage traffic on N Elliott Road because the high school has school traffic and also a contractor (Pence Construction) working on the school expansion project. We all need access on local streets that include N Elliott Road. So far, it appears that all roadway users including pedestrians and waste management (trash collection) truck drivers know how to get through or around the Elliott Road project site.  Flaggers may still be on site to provide traffic control as needed. September 30, 2022 Update  Two Nights of Work on Sewer Pipe Lining

Updated September 30, 2022: Contractor will be installing CIPP lining for Elliott Road wastewater pipeline tonight and tomorrow night. Tonight (9/30/22) will be from Newberg High School to the 1204 N Elliott Road.  Tomorrow night (10/1/22) will be from 1204 N Elliott Road to the intersection of E Haworth Avenue and N Elliott Road. Flaggers will be on site to provide traffic control as needed. Your patience would be much appreciated.

Updated September 24, 2022: THE NIGHT WORK TONIGHT ON 9/24/22 IS CALLED OFF AS SEVERAL KEY SEWER LINING WORKERS CALLED IN SICK. THIS TASK WILL BE ANNOUNCED AGAIN ONCE IT IS RESCHEDULED.

Updated September 16, 2022: One more night on 9/24/22 (Saturday) is needed for the construction crew from The Saunders and Spartan Environmental to install CIPP lining for Elliott Road wastewater pipeline from Newberg High School to the intersection of Haworth Avenue. Night work is necessary due to higher daytime sewer flow. A noise permit for night work has been issued because there will be construction noises associated with this work.

September 7, 2022 Amended Update  Street Closure and Night Work on Sewer Pipe Lining

The project was mobilized in August 2022. Contractor (The Saunders Co.) is focusing first on storm drainage work, starting work at the north end of N Elliott Road and gradually moving south towards Highway 99W. A storm drainage facility in an easement is being installed on the north side of E Haworth Avenue, just east of Newberg Church of Christ. Construction faces challenges on poor or missing franchise utility locates.

Traffic pattern on N Elliott Road is changing with closure, one-way and/or detours for tree removal, and utility construction. Tree removal and utility work for the week after Labor Day weekend requires street closure of N Elliott Road between E Haworth and the High School for absolute safety. Closure will be in place after the morning school traffic until the afternoon school ends. Please refer to "Update on Street Closure and Traffic Detour" in PDF for precise details.

Pipe lining for the Elliott Road sewer rehabilitation will also begin after the Labor Day weekend. Contractor has minimized night work to just two nights. Night work has been amended to 9/11/22 and 9/12/22. Night work is necessary due to higher sewer flow at daytime. There will be construction noises associated with this work. July 22, 2022 Update  Update on Meet-and-Greet The Saunders Co., Inc. on July 21, 2022

Chris Dunmire, Saunders' project manager, introduced his team. Chris said that the Saunders' construction crew plans to first work on the stormwater quality facility at the northeast area of N Elliott Road/E Haworth Avenue in August 2022. The construction crew will then work their way from the north end of N Elliott Road towards Highway 99W, installing various utilities. There will be traffic impact and delay but any traffic and pedestrian routes and detours will be clearly signed and displayed. Traffic coordination will continue between The Saunders Co. and the private contractor for Newberg High School expansion project (LCG Pence Construction, LLC.) on using/sharing City streets. Advanced notices will be provided for temporary interruptions of any public utilities services such as water or wastewater/sewer services, and franchise utilities services such as electricity or telecommunication services. July 5, 2022 Update  Council Bid Award to The Saunders Company

On June 21, 2022, City Council awarded the construction of the Elliott Road Project to The Saunders Co., Inc. per Resolution No. 2022-3826.

Saunders Construction will host a Meet-and-Greet session with neighboring property owners, residents, and tenants at The Newberg Church of Christ on July 21, 2022 from 6:00 pm to 7:00 pm.  The Contractor will share the construction aspects of the project, and answer questions as time allows.

The construction is projected to take approximately 18 months to complete. Periodic updates on construction progress will be posted on this webpage.  Throughout the project City staff/consultant team and The Saunders construction team will keep working closely with property owners, residents, tenants and stakeholders to meet individual needs and reasonable expectations of our community.

April 2022 Update  Project Update for April throught December 2022

Right-of-Way and Easement Acquisition  The City of Newberg has acquired rights-of-way and/or easements from owners of 28 properties for the Elliott Road Improvement Project.

Planning Process   On April 14, 2022, Newberg Planning Commission adopted Order 2022-04, affirming Newberg Community Development’s decision on MISC21-0002 for the improvement of Elliott Road, essentially reducing the right-of-way width design at a specific location along N Elliott Road. The decision will become effective on April 29, 2022, unless an appeal is filed.

Redesign   

The City’s consultant team is currently working on redesigning a small portion of N Elliott Road where the right-of-way width is limited by the existing condition. To keep N Elliott Road functional and safer, an additional marked crosswalk with ADA ramps, a new catch basin and storm manhole, amended lane striping and change in underground power conduit will be incorporated into the final redesign. Two rolled maps in PDFs are available at this website. They show the existing design and the proposed redesign of N Elliott Road improvements. Traffic control and detour information will be provided to the public prior to the beginning of project construction.

Updated Project Schedule   The following updated PROJECT SCHEDULE is subject to change:

  • March - May 2022 : Redesign      
  • May - June 2022 : Bid
  • July 2022 - October 2023 : Construction

The Elliott Road and associated improvements are anticipated to be completed in the 4th quarter of 2023.

June 2021 Quarterly Update  Acquisition in Progress with Anticipated Bid in Summer/Fall 2021

The acquisition of areas needed for the roadway and utility easements is underway. The project will be advertised for construction bids in August 2021. The proposed completion date is September 2022. A more detailed schedule and traffic control plans will be available once the contractor is chosen.

March 2021 Quarterly Update  City Moving Forward with Right-of-Way Appraisals in 2021

The City is proceeding with independent Right-of-Way appraisals which will be used to begin acquisition  for the additional area needed for the roadway and utility easements.  A Project update was presented to Council on March 15, 2021. August 2020

Engineering staff met with  affected property owners and collaborated to minimize Right-of-Way impacts. The resulting adaptations were removing planter the strip areas between Norwood and Redwood plus shifting the roadway 3 feet east.

June 2020

Engineers presented alternative designs for Elliott Rd. improvements to the community and City Council. The majority of comments received from the community supported the improvements, preferring narrow travel lanes and sidewalks along both sides. Support for the bike lanes was mixed, but Gas Tax funding requires bike lanes to be included.     City Council reviewed the alternatives and approved the ‘preferred’ alternative design with the condition that Engineers meet with affected neighbors and collaborate to minimize Right-of-Way impacts.

What we heard from neighbors in 2019:

  • Wide support for sidewalks –safe spaces for kids and vulnerable users
  • Desire for vehicles to slow down – most drivers abide speed limits but a few speed on the straight stretch of road
  • Desire for an attractive residential street – neighbors want to save existing trees and want to see a narrow but consistent road width – they don’t want a wide road
  • Some concern that the road does not see many bicyclists today
  • Concerns about private property impacts
  • Concerns about loss of on-street parking
  • Concerns about funding

Design recommendation – the “preferred alternative”:
The designers used this community input along with the technical survey information to create the preferred alternative.Vehicle lanes will be a consistent 11-foot width, sized to encourage school-zone speeds. Current lanes vary from 12 to 19 feet. Vehicle lanes will not be getting wider with the changes.

  • Sidewalks and bike lanes will be continuous and clearly marked on both sides of the road. No one will have to cross traffic to find a safe path.
  • Intersections will have curb extensions for shorter, safer crossings and to encourage slower traffic.
  • Planter strips will separate traffic from people walking and biking. The area provides space for plants and new trees to enhance the neighborhood.  Planter areas will be removed to reduce private property impacts and to save healthy trees where possible.
  • On-street parking is proposed to be prohibited on the roadway.  There is the possibility, with adjacent owner support, that on-street parking could be requested.  All homes will maintain private driveways that accommodate a vehicle.

August 8, 2019 Update  Base Map Preparation

The project team met with many property owners & residents during our recent neighborhood field meeting on 7/23/19 and 7/24/19. We have continued to collect and process site data to prepare a base map for this project. This includes public input and development of several scenarios for improving Elliott Road. 

A Public Open House will be scheduled in September 2019, pending confirmation of a venue near N Elliott Road. The City will provide notification by mail once the details are confirmed.  Additional updates will also be posted here.
