Master Plans are a mandated planning framework for the core systems that shape Newbergs physical, social, environmental, and economic future. 

ADA/Pedestrian/Bike Route Improvement Plan
The ADA/Pedestrian/Bike Route Improvement Plan identifies the primary critical routes between residential, commercial, and industrial areas that have service gaps and deficiencies for ADA accessibility, sidewalks, and bicycling infrastructure. The primary goals of the plan are to:

  1. Develop a prioritized list of improvement projects along the identified critical routes that will address these gaps and deficiencies;
  2. Determine the cost of constructing the improvements as well as identifying funding sources to finance the improvements; and
  3. Lay out a timeline to complete the needed projects.

Stormwater Master Plan 
The Stormwater Master Plan (SMP) identifies drainage issues in three major watersheds within the City. Existing drainage consists of open channels, some with culverts and some are underground stormwater lines in developed areas of the City. SMP recommends a list of capital projects spread out over the next decade. It guides developers on what to improve and how to extend existing storm drainage systems to serve future growth.

Transportation System Plan
The City of Newberg, in conjunction with the Oregon Department of Transportation (ODOT), initiated a study of the City’s transportation system. This transportation system plan (TSP) will guide the management and development of appropriate transportation facilities within Newberg, incorporating the community’s vision, while remaining consistent with state, regional, and other local plans. This report provides the City of Newberg with the necessary elements to be adopted as the transportation element of the City’s comprehensive plan. In addition, this report provides ODOT and Yamhill County with recommendations that can be incorporated into their respective planning efforts.

Water System Master Plan
The purpose of this Water System Master Plan (WMP, the plan) is to provide the City with a guide for operating, maintaining, and constructing its water system into the future. The WMP was developed based on information currently available and will be updated by the City as necessary. 

Wastewater Master Plan
The City of Newberg provides wastewater collection services to over 21,000 people spread across an area of approximately 5.2 square miles. This service is provided via the sanitary sewer collection system that is owned, operated, and maintained by the City. Currently, the sanitary collection system connects to over 5,600 residential and nearly 500 commercial and industrial customers. This Wastewater Master Plan Update (WMPU) provides capital improvement and maintenance program recommendations for improving sanitary collection system service and for addressing the future needs of the system through the planning horizons of 2025 and 2040.
