The City has adopted an SDC fee reduction incentive to encourage production of smaller, more affordable houses, effective April 1, 2024.

City Council adopted Ord2922, that amended NMC section 13.05 to allow an applicant to request reduction of System Development Charge (SDC) fees by twenty percent (20%) for projects that meet the criteria in amended section 13.05.040(C). This criteria apply to single-family dwelling units of 1,000 square feet or less.  This could include ADU's, Cottage Cluster or Duplex dwellings of 1,000 square feet or less. Multifamily housing units as defined in ORS 456.515(8) are not eligible. Applicants that claim this modifier cannot claim any other waiver or discount for system development charges.

If you are submitting a new single family residential house plan that is 1,000 SqFt or less, click here for the SDC Modification Request Form.  This form must be submitted with the building permit for Engineering to review.  Submittal of this form does not guarantee a SDC reduction.

You can find additional information about the SDC revisions HERE
