Newberg Urban Growth Boundary (Newberg 2030)
The City of Newberg was evaluating expansion of its Urban Growth Boundary (UGB) for future residential and employment lands using the simplified UGB method contained in Division 38 of Oregon Administrative Rules (660-038-0000). These rules were adopted by the Land Conservation and Development Commission in December 2015. There were technical issues with the rules. It was determined that the simplified method does not work for the City of Newberg, and the project, known as Newberg 2030, was terminated.
A Housing Needs Analysis (HNA) was accepted by the City Council in August 2019. This analysis determined current residential land needs. An Economic Opportunities Analysis (EOA) will be completed in 2020 to determine employment (commercial and industrial) land needs. Having industrial and commercial land allows Newberg employers to expand and is helpful in recruiting new employers. The HNA and EOA will be used to begin an UGB amendment using the traditional method in Division 24 of OAR 660-024-0000.
