Housing Production Strategy
The City of Newberg is conducting a Housing Production Strategy (HPS) in guidance with State of Oregon regulations.
The primary objective of this Project is to prepare a Housing Production Strategy that outlines how Newberg plans to promote the actual production of needed housing identified in the adopted Housing Needs Analysis (HNA).
The outcomes are anticipated:
- An updated data set to understand Newberg’s socio-economic and demographic trends, market conditions affecting the provision of needed housing, existing and expected barriers to the development of needed housing; housing need for those experiencing homelessness, using the best available data, a better understanding of the percentage of Rent Burdened Households, housing by Tenure (owner vs renter), percentage of housing stock that is market rate vs. subsidized, and units that are in the development pipeline by housing type.
- Additionally data will provide a better understanding of homelessness, housing needs for people of color, housing for those with disabilities, and how Newberg can address housing equity issues.
- Raising the awareness within the community on housing issues for all citizens that will inform developers, the City and other elected officials on what the housing needs are and identifying a path forward through policies, strategies and actions to provide access to and development of housing for all economic incomes levels that is accessible.

- Task 4 - Draft and Final Report
- Task 5 - Adoption
Project Schedule:
Work on the plan began in January 2022 and will wrap up in April 2023. The project schedule is subject to change and we will do our best to keep this website information up to date.
Citizen Advisory Committee:
