What is the Newberg Sequential UGB Project?

In 2024, the City of Newberg chose to initiate and use the Sequential Urban Growth Boundary (UGB) Review Process allowed pursuant to OAR 660-025-0185. The project's process will determine what land will come into the City's UGB through a step process also referred to in state law as "Periodic Review."

Project Update

On April 9, 2024, the City received approval from the Department of Land Conservation and Development of its election to use the Sequential UGB Review Process. The approval letter and approved work plan are attached at the bottom of this page.

The next step in the process will be an informational update by staff to the Newberg City Council on May 6, 2024 at 6:00 PM in the Denise Bacon Community Room at 401 E 3rd Street.

Project Components

In general, the project is expected to span multiple years and include the following steps:

  • Work Plan Creation: The City will conduct steps leading to review of a work plan by the Department of Land Conservation and Development (DLCD) which oversees requests for UGB amendments. This phase will end with DLCD's approval of a proposed work plan for Newberg's project. 
  • Land Supply & Demand Analysis: The City will adopt documents that analyze a buildable land inventory and housing, employment, and public land needs for the next 20 years. The key studies for this analysis include a Housing Needs Analysis (HNA), Employment Opportunities Analysis (EOA), and Public/Semi-Public Land Analysis.
  • Efficiency Measures Evaluation: The City will evaluate potential changes to the City's zoning map and land use regulations that could increase the efficient use of land within the City's UGB and which could reduce the need for a UGB expansion. Land use efficiency measures could include zone changes, up-zoning, consideration of densities increases, or other changes to standards that would provide more capacity for land use in the future.
  • UGB Amendment: Based on the foregoing analysis and consistent with state land use laws, the City will evaluate alternative growth plans, implement land use efficiency measures, and expand the Urban Growth Boundary as needed to maintain a 20-year land supply.
