Budget Resources and Information
Here at the City of Newberg, we engage in an annual process to create our budget. Once the City has compiled a Proposed Budget, we then hold meetings with the Newberg Budget Committee which includes our City Council. Upon approval by the Budget Committee, the budget goes in front of the Newberg City Council. The Newberg City Council will ultimately vote to approve the budget that the City will use in the next fiscal year (FY). The City of Newberg's FY begins July 1st and ends on June 30th.

Why do cities engage in the budgeting process?
Cities go through a public budget process to fund programs that are responsive to our community's wishes, effective in accomplishing our Council's and our community's goals, and to do so in a way that is cost-efficient. The budget allows us to achieve policies and goals for the City.
Who is involved in the budget process?
- The City/City Staff - The City is responsible for creating a Proposed Budget for the next fiscal year. This is a joint effort between our finance staff, department heads, and employees to determine levels of predicted revenue, talk through programs and priorities, and identify what will be needed in the coming year.
- The Budget Committee - The Budget Committee is made up of a group of seven residents and all seven councilors, including the Mayor. They are charged with publicly reviewing the proposed budget document, providing a space for the public to ask questions and comment on the budget, approving the budget with all funds in balance, and approving the maximum amount of property taxes. They can also request information during the process on budget items and operations.

What are the laws surrounding local government budgets in Oregon?
In Oregon, cities are required to adhere to the state’s local budget law, a group of statutes that requires local governments to prepare and adopt annual or biennial budgets following a very specific process. In Oregon, all local governments must plan a balanced budget. They also must follow a specific timeline including adopting a budget and making appropriations by June 30 and submitting levy and appropriate resolution by July 15. What timeline do City budgets have to follow?
City budgets must follow a specific timeline as outlined by the State of Oregon. Once City staff prepares a proposed budget a notice will be filed. The Budget Committee will then meet, discuss the budget, and approve the proposed budget and tax levy. A notice will be published on the approved budget. 5-30 days later, a Budget Hearing will be held at a City Council meeting. The tax levy will be determined. By June 30 the City council must adopt the budget and make appropriations.
