Project Background

The Oregon Department of Transportation (ODOT) will be improving bike lanes, sidewalks, and storm drainage along State Highway 219 (aka N. College Street) between E. Aldercrest Drive north to E. Quail Drive (See image below). This ODOT OR219 project requires the City of Newberg to relocate its underground waterlines to avoid conflicts with the ODOT project.

In 2018, City reviewed six qualified proposals through the RFP process.  Murraysmith, Inc., by authority of Council Resolution No. 2018-3470 will provide design services for the city portion of the work on N College Street. Work will include (a) the relocation of the existing 10-inch waterline and upgrade to 12-inch standard line; and (b) the adding of isolation valves for the 18-inch water transmission main. The moved lines will be installed deeper on the west side to eliminate any utility conflicts with ODOT's project. The new valves allow the City to better isolate the water main on the east side of the highway for maintenance or emergencies. 

In 2020,ODOT experienced unexpected delays which resulted in revising the planned work for sidewalks and bike lanes.  Delays required the City to amend its project contract with Murraysmith to include rising costs from the delays. A contract amendment is also pending for nighttime waterline construction resulting from ODOT's requirement that work be performed at night due to traffic volume.  Although the City did propose a modified daytime schedule to avoid peak traffic and to provide safe and orderly flow. ODOT declined the City's proposal and the work was permitted by ODOT for nighttime. Since that direction delays in supply chain have changed the project and now construction work hours will be weekdays between 9am- 3pm.  ODOT will begin their project after the City completes this project.  

The current budget for fiscal year 2022-2023 provides the required funding. Construction of this project will be complete ahead of the ODOT construction project in 2023.

This Waterline Improvement Project is Complete Update 5/26/23 

The City's contractor, Trench Line Excavation, Inc. (TLX) has completed this waterline improvement project today (May 26, 2023). The waterline trenches have all been restored with hot mix asphalt paving.

The Oregon Department of Transportation will begin their sidewalk and bike lane project in next calendar year 2024.

Trench Pavement Restoration In Progress and Project Near Completion Update 5/16/23 

The City's contractor, Trench Line Excavation, Inc. (TLX) is restoring the waterline trenches by paving with hot mix asphalt. The paving work will continue  from south to north through the 17th of May. Striping will follow on the 19th of May. Please expect traffic delays and observe traffic control signs. This City project is anticipated to be fully complete no later than the end of next week (May 26, 2023).

For your information, the Oregon Department of Transportation will begin their sidewalk and bike lane project in next calendar year 2024.

Update on Trench Pavement Restoration Update 5/5/23 

The current schedule for the City's contractor, Trench Line Excavation, Inc. (TLX) is to pave the waterline trenches with hot mix asphalt on the 15th, and 16th of May (subject to favorable weather condition). The temporary patch for the trench will be removed and a T-cut will be provided for a smoother edge of the trench between the existing pavement and the new pavement. Contractor and their paving subcontractor will be installing a permanent hot mix asphalt over the trench area that previously has pavement over it. Please expect traffic delays and follow traffic control signs.

Construction Progress on Waterline Improvements Update 4/3/23 

The waterline construction project has completed the 12" DIP pipe installation since February 2023. City's contractor, Trench Line Excavation, Inc. (TLX) has started working on tie-in's at side streets at the north end of the project and working towards the south end of the project.

Please note that there will be traffic delays. Road users are urged to observe traffic control signs, watch out for construction workers, and drive with care. The City and Contractor appreciate your patience and understanding while this project is still in construction. Please note that the Oregon Department of Transportation plans to have their contractor The Saunders Co, Inc. begin work for the ODOT project to add sidewalks and bike lanes after the City's waterline project is complete.

Project Construction Delayed to February 2023  Update 1/10/23 

Trench Line Excavation, Inc. (TLX) has informed the City that the waterline construction will begin February 1, 2023 due to a supply chain delays. Project is anticipated to be mostly complete at the end of March, 2023.

Project Gearing Up for Construction in January 2023  Update 12/20/22 

Trench Line Excavation, Inc. (TLX) is in contract with the City for this waterline construction project. Owners, tenants and residents have been informed by a public notice on December 15, 2022 that groundbreaking will begin on January 9, 2023. This project is anticipated to be substantially complete at the end of March, 2023. Typical work hours are 9:00 am through 3:00 pm Monday through Friday each week.

Project in Contract Phase | Material Procurement in Top Priority  Update 9/1/22 

Upon adoption of Resolution No. 2022-3852 on August 15, 2022, Trench Line Excavation, Inc. is preparing the contract document for the City. Because of the long lead time to order pipes and fittings, material procurement would be a top priority for this project. Contractor will apply for the ODOT permit to construct within the ODOT right-of-way. City is coordinating this project closely with ODOT representatives managing their sidewalk and bike lane construction project that follows immediately after the this City project.

Preconstruction conference is scheduled for 9/13/22. Substantial completion will be in March, 2023, with full completion in April, 2023.

City staff will mail updates/notices to property owners and residents adjacent to the City project after detailed construction schedule becomes available.

 

Waterline project moves forward - Update 8/2/22 

On July 8, 2022, the City advertised the Waterline Improvement and Valve Insertion Project for bids. On July 26, 2022, the City received three qualified bids. The City Council plans to award the project per Resolution No. 2022-3852 to Trench Line Excavation, Inc. on August 15, 2022.

Construction is planned to begin in September, 2022 with substantial completion in March, 2023, and full completion in April, 2023. Thanks to Newberg residents, construction will be performed during daytime under stringent ODOT permit conditions.

In early 2023, Oregon Department of Transportation contractor will begin removing trees that are in conflict with the ODOT sidewalk and bike lane project. Construction of the ODOT project will begin in April, 2023.

 

City rejects all bids - Update 7/5/22 

On July 5, 2022, the City Council rejected ALL BIDS received on June 14, 2022 for the Waterline Improvement and Valve Insertion Project per Resolution No. 2022-3842. City staff has been working closely with The Oregon Department of Transportation (ODOT) to adjust the required completion date to March/April 2023 because of the supply chain issue and to smooth out market volatility.

With stringent traffic control and more conditional requirements imposed on construction by ODOT, this project should also be able to avoid nighttime construction. Staff would like to take this opportunity to thank residents who took the survey or contact the City to express their concerns on nighttime construction earlier this year.

Murraysmith, Inc. will assist the City to re-advertise the project for construction bids later this July. More updates will follow in a couple of months.

 

City faces potential nighttime construction requirement prior to bid advertising - Update 2/17/22

The project will be advertised for construction bids in April/May 2022, followed by construction this summer. City’s consultant is making revision to match design changes to the ODOT storm improvement plan. City’s waterline project will be advertised for construction bids in April/May 2022.

During design phase, ODOT informed City that the proposed construction must be performed at nighttime. Residents and homeowners along the project site need to complete a simple survey in response to ODOT’s requirement for nighttime work. The survey can be easily completed online. A virtual open house webinar is planned on March 15, 2022, that starts at 6:00 pm. This open house event is intended to provide project update and to hear your comments. According to Newberg Municipal Code, Sections 8.15.150.A.3.j and 8.15.150.C.4, City Council may grant a variance for the nighttime construction of this waterline project between the hours of 7:00 p.m. and 7:00 a.m. on weekdays. Staff plans to ask Council for a variance after the survey is complete.

 

Design reaches 90% level - Update 7/26/21 

The project reached its 90% design level in May 2021. The consultant is working on the 100% final design plans, specifications, and estimates for the project. This project will be advertised for construction bids in fall 2021.
