Project Background
The Oregon Department of Transportation (ODOT) will be improving bike lanes, updating sidewalks and storm drainage along State Highway 219 aka N. College Street (See image below). This ODOT project, designed by Otak, Inc., includes bike lanes on both sides of the highway, sidewalks on the west side where there are gaps, planter strips where feasible, curb ramps compliant with American with Disabilities Act (ADA), and improved stormwater drainage.

The ODOT project required City of Newberg to relocate underground waterline to prevent conflicts. See N College Street Waterline & Valve Insertion Project for details of the City’s part of this project.

An Update on the ODOT Sidewalk and Bike Lane Project - updated 9/12/23
The ODOT contractor, The Saunders Company, is performing tree removal on several properties along N College Street this week in anticipation of the construction of bike lanes and sidewalks in 2024. Please refer to the following link for details on the ODOT project:

Update on ODOT's Construction Project - updated 4/3/23
On March 23, 2023, ODOT and the City of Newberg completed the signing of Amendment No. 3 for the Intergovernmental Agreement (IGA) No. 31704 by authority of Council Resolution 2023-3890. This IGA amendment provides an increase in construction funding for the ODOT Sidewalk and Bike Lane Project.

ODOT Moving to Bid Phase - updated 9/1/22
The ODOT Sidewalk and Bike Lane Project will be in bid solicitation with bid closing planned for October 20, 2022 according to ODOT Project Liaison, Brennan Burbank.
Adequacy of matching funds from City of Newberg will depend on the responsive lowest bid received by ODOT on the ODOT project. If the total ODOT project costs, including the construction bid total, stay within the available ODOT budget, then there will be no need for the City to provide any additional matching funds to ODOT. We will wait and see.
Project Design in Final Phase for ODOT - updated 7/5/22
ODOT’s design consultant (OTAK, Inc.) is working on the final phase of the ODOT Sidewalk and Bike Lane Project with the intent for bid solicitation later this year. The ODOT project at its northern project limit will end at the E Edgewood Drive intersection.
Meanwhile, the City’s waterline project in the same area will be re-advertised for construction bids later this July and construction should be fully complete in March/April 2023 in advance of the ODOT project. More updates will be posted at this website when City staff receives them from ODOT.
Project Coordination in Progress to Eliminate Design Conflicts - updated 3/11/22
ODOT’s design consultant (OTAK, Inc.) and Newberg's waterline design consultant (Murraysmith, Inc.) are coordinating their design with each other to eliminate design conflicts. The City’s waterline project will be advertised for construction bids in April/May 2022 and be fully complete in this calendar year in advance of the ODOT project.
OTAK Performing Final Design for ODOT - updated 7/26/21
ODOT's consultant, OTAK, Inc. will be performing the final design for bid solicitation in the fall of 2022 and construction in 2023. All dates are tentative and subject to change by ODOT.
