Newberg Urban Renewal Agency (NURA) 
On August 17, 2020, the Newberg City Council adopted Ordinance No. 2020-2865, establishing the Newberg Urban Renewal Agency (NURA).

NURA is embedded in the Newberg Municipal Code and is a separate political entity from the City, governed by the Board of Commissioners, which is comprised of current city councilors with a Chair appointed each year by the Board. The NURA has its own bylaws and rules and is required to comply with Oregon Local Budget Law for urban renewal agencies.

The NURA is accompanied by a Citizens Advisory Committee that assists in planning and capital project review. This committee consists of seven regular members and two ex-officio members. The purpose of the NURA CAC is to work with the city staff to explore the opportunities for use of the tax increment financing to fund urban renewal projects that incentivize redevelopment that is consistent with the City’s Comprehensive Plan and make recommendations to the Newberg Urban Renewal Agency.
