GUIDE ON HOW TO APPLY FOR A BUSINESS LICENSE
REGISTERING FOR AN ALARM PERMIT
The Newberg Municipal Code requires those transacting or carrying on business in the City of Newberg to hold a business license. This includes businesses whose physical address is located outside the city, but conducts business inside the city.
If you are transacting or carrying on business inside the City of Newberg, please obtain a business license promptly.
Exemptions: The Newberg Code exempts the following from the requirement of having a business license:
- Persons transacting and carrying on any private business in the city, whose gross income is $1,000 or less annually.
- Charitable, Religious, and Fraternal Organizations. Raising funds for any bona fide charitable, religious, or fraternal organization by said organization.
- Limited Lessors. Leasing of two or fewer units of residential real estate within the city.
Violations: Failure to obtain a business license could result in prosecution and fines under the Newberg Municipal Code.
Restaurants & Mobile Food Units(Food Trucks/Carts) must also obtain licensing through Yamhill County Health & Human Services
Types of Business Licenses & Fees
General Business License - $50.00 yearly Fee
General Business License encompass any professions, trades, occupations, shops, short term rentals and every kind of calling carried on for profit or livelihood within the City of Newberg city limits .
Contractors Business License - $50.00 Yearly
businesses whose physical address is located outside the city, but conducts business inside the city.
Home Occupation Business License - $25.00 yearly Fee
Home Occupation Business License applies if you are operating a business out o your home in Newberg. For this type of Business a Type I Application must be submitted and approved by City of Newberg Planning. Click here for more information about the rules for Home Occupation Businesses.
Home Occupation Type I Application - $214.00 Onetime Fee
Only required for Home Occupation Business License Applications.
Peddler/Solicitor/Street Vendor License- $25 (only Valid for 6 Mo.)
Peddler pertains to a person or persons traveling from place to place selling and delivering at the same time /Solicitor pertains to a person or persons who travel from place to place not carrying goods, but taking orders for future delivery, or soliciting for money or other things of value/Street Vendor pertains to a person or persons traveling on public streets, public sidewalks, public property, or private streets, and carrying, conveying or transporting such items as food, beverages, flowers, and balloons, offering and exposing the same for sale by hand or from a mobile-type device such as a pushcart. A Peddler/Solicitor/ Street Vendor Registration must be submitted with the License application & a background Check will be conducted.
Peddler/Solicitor/Street Vendor Registration - NO FEE
A valid Drivers license is required and a background check will be conducted, and if it is denied, the license will not be issued.
Temporary Merchant Business License - $75 Yearly
Temporary Merchants are businesses occupying a temporary, fixed location, not within a permanent building, and selling or delivering from stock on hand, doing business in much the same manner as a permanent business
Temporary Merchant Permit - $126(4-45 days) or $426(perpetual) Onetime Fee
A Permit must be obtained. If you have a food cart located in The Bite of Newberg Food Pod you do not need to get a permit.
Holiday Tree Lot - $50 Fee/$200 Bond
Tree Lots can only operate between the day after Thanksgiving through January 1st. Additional Building or electrical permit for structures, signs or lights may be required, contact the Building Division for additional requirements. A refundable $200 clean up bond is required and will be returned after evidence has been submitted by the applicant indicating that the site and surrounding area are clean. You must provide proof of insurance indicating a minimum liability coverage in the amount of $500,000.
Exhibitor - $156.00 Onetime Fee
Exhibitor is any person, firm or corporation who, for that person, firm or corporation or as an agent of another, gives, controls, conducts or manages for gain within the corporate limits of the city any circus, carnival, menagerie, theater, concert, wrestling match, boxing match, or any other show, amusement or exhibition, fair or other form of entertainment which is not given exclusively for the benefit of some charitable, educational or religious organization, association or institution.
Change of Business Name or Address - $10.00 Administrative Fee
If your Business Changes its name or address and continues to be owned by the same person(s), the City must be notified within 30 days of the change and an administrative fee will be charged.
Additional information:
- All Vacation Rental or Short-Term Rental properties must apply to and be approved by the Planning department before applying for a Business License or registering for the Transient Lodging Tax. If you have any questions or need assistance, contact City of Newberg Planning at (503) 537-1240.
- Business Licenses that have a yearly fee must be paid by the month and day of issuance yearly. There will be a 5% penalty for each calendar month or fraction thereof of delinquency. A violation of the licensing program can also result in a Class 4 Civil Infraction.
- If your business changes ownership, even though it continues at the same address or with a different name, the new owner(s) shall obtain a new business license.

Below is a guide on how to apply for a Business License through the Portal.
- The holder of an alarm system registration is responsible to to know how to run the system and to make sure that others that will be in contact with the system is knowledgeable on how the system is ran.

- In the event a fire alarm system temporarily fails, rendering it inoperable at a premise required to have a fire alarm system, the Fire Chief may require the building owner or person in control to provide standby personnel until the system is restored.
- You must notify the Emergency Communications center of the intention to conduct tests of any alarm system that may result in transmission of alarm information to the emergency communications center Failure to so notify will result in a false alarm assessment.
- Local alarms other than fire alarms shall not make a sound similar to that of sirens on emergency vehicles or of civil defense warning systems. No local alarm sounding device shall sound for more than five minutes and shall incorporate
an automatic cutoff.
