A Few Remaining Items prior to Project Completion - Updated 5/16/23

The City's contractor, Trench Line Excavation, Inc. has completed the trench restoration with hot mix asphalt last week. The contractor team will return this Thursday May 19, 2023 to restore pavement striping and markings on S River Street.

After project site cleanup and restoration, this waterline improvement project will be fully complete no later than the end of next week (May 26, 2023).

Update on Trench Pavement Restoration - Updated 5/5/23

The City's contractor, Trench Line Excavation, Inc. has completed the 12" DIP waterline installation and all tie-in's (reconnections) for the new water main on S River Street from E Fourth Street to E Twelfth Street at the end of February 2023. Trench pavement restoration is the only remaining construction item that needs to be completed. The current schedule is to pave the waterline trenches with hot mix asphalt on the 10th, 11th and 12th of May (subject to favorable weather condition). The temporary patch for the trench will be removed and a T-cut will be provided for a smoother edge of the trench between the existing pavement and the new pavement. Contractor and their paving subcontractor will be installing a permanent hot mix asphalt over the trench area only and not curb-to-curb. Advance notification will be provided by the contractor using doorhanger notice. Please expect traffic delays and follow detour signs.

Status on New 12" Waterline Improvements - Updated 4/3/23

The City's contractor, Trench Line Excavation, Inc. has completed the 12" DIP waterline installation and all tie-in's (reconnections) for the new water main on S River Street from E Fourth Street to E Twelfth Street at the end of February 2023.

Trench pavement restoration will be the only construction item that needs to be completed and it requires a favorable weather that is warm and dry. The contractor plans to perform this last task in May 2023. Advance notification will be provided by the contractor using doorhanger notice.

This project is a waterline improvement project and not a street improvement or pavement rehabilitation project. The temporary patch for the trench will be removed and a T-cut will be provided for a smoother edge of the trench between the existing pavement and the new pavement. Update on New Water Main Reconnections - Updated 1/25/23

The City's contractor, Trench Line Excavation, Inc. is working on tie-in's (reconnections) for the new water main at each S River Street intersection, at approximately one intersection per day. The contractor has completed the tie-in's at the following intersections: E Ninth StreetE Tenth Street, and E Eleventh Street.

The contractor will start working at the E Twelfth Street intersection on 1/26/23 and then at the E Eighth Street intersection on Friday, 1/27/23. Residents on E Ginger Root Court, and S River Street closer to E Twelfth will have water restrictions for one more day on 1/26/23. We apologize for the water interruptions.

For the week of 1/31/23, work will continue sequentially at the E Seventh, E Sixth, E Fifth and E Fourth Street intersections. Cast iron pipes that are abandoned will be filled with slurry concrete. Work on E Fifth and E Fourth Street may be scheduled for the week of 2/6/23. Doorhangers will be distributed in advance of work.

Trench pavement restoration will follow when weather is favorable after all the waterworks is complete. Construction Update - Updated 1/19/23

The City's contractor, Trench Line Excavation, Inc. has completed the new 12-inch water main on S River Street from E Fourth Street to E Twelfth Street. Construction workers are currently working on the water service reconnections and reconnecting the existing waterlines on the side streets to the new 12-inch water main.

Reconnections of the existing waterlines on the side streets to the new water main require waterline isolation by shutting down existing water valves. Temporary water service interruptions will happen and advanced notifications will be provided prior to water service interruptions. Public Works Maintenance (PWM) is working with the contractor on the final phase of this waterline project.

Maintenance crew has exercised the water valves at several S River Street intersections today. Discolored water was reported this evening. Discolored water may occur after working on the water system such as exercising the water valves. Discolored water is caused by sediment and mineral deposits stirred up when the valves are turned off and then back on again. Flushing the cold water pipe should clear up the discolored water. We apologize for the discolored water.

Construction of the 12" diameter water main is making reasonable progress. Survey and Construction Work to Begin - Updated 10/16/22

Updated 10/16/22 There is a change at the starting point of the waterline construction. The City's contractor, Trench Line Excavation, Inc. (TLX), will begin installing the new 12" diameter ductile iron pipe at the south end of the project at E Twelfth Street and S River Street on October 17, 2022. The plan for the week of October 17th is to install waterline from E Twelfth north to E Eighth or E Seventh. Updates will be provided weekly or when location changes with construction progress. Updated 9/30/22 The City's contractor, Trench Line Excavation, Inc. (TLX), will begin installing new 12" diameter ductile iron pipe at the north end of the project at E Fourth Street and S River Street on October 10, 2022. Contractor will shut down one block of the street at a time for construction. Emergency vehicle and local access will be allowed. Observe traffic control signs. Watch for workers and drive with care. ​​​​​Expect traffic delays during construction. Work hours will be from 7:00 am to 5:00 pm Monday through Friday each week except for holidays. Advanced notices are in the mail. A copy of the advance notice with detailed information and also in Spanish has been posted and can be downloaded. Residents will also be receiving construction notices door-by-door. Work is anticipated to be fully completed near the end of December 2022. 

Updated 9/24/22 The City's contractor, Trench Line Excavation, Inc. (TLX), will setup and begin survey work 10/3/2022, and start construction the week of 10/10/2022.

Council Awards the River Street Waterline Project - Updated 7/5/22

On June 6, 2022, the City Council awarded the construction of this project to Trench Line Excavation, Inc. Contract was fully executed on June 30, 2022. The Contractor plans to begin the construction later this year. The project has a final completion date in May 2023.

Contractor is required to provide advanced notification to ALL property owners, residents and tenants on S River Street prior to construction of the project. More details on construction schedule and project updates will be posted at this website in the near future. Stay tuned please and thank you.

Project in Bid Phase - Updated 5/9/22

The completion date for this project has been extended to May 2023 which will allow final trench pavement restoration to occur at a more favorable weather condition. Bid closing for this project is on May 10, 2022 and bid award is scheduled in June 2022. Project Status - Updated 4/25/22

Easement Acquisition

Work will be performed within existing right-of-way. Easements are not required for this project.

Existing Trees

Construction will be performed in paved areas. Trees are not likely impacted by the project

Design

The City’s lead consultant, Century West Engineering, has completed the proposed S River Street waterline improvement design from E Fourth Street to E Twelfth Street. Work includes upsizing the 6-inch cast iron pipe to 12-inch ductile iron pipe with fittings, installing new fire hydrants and appurtenances, and providing trench and driveway restoration, and pavement striping. The project is advertised for bids and fall/winter construction. Traffic control and detour information will be provided to adjacent residents prior to project construction.

The waterline project is anticipated to be fully complete in the 2nd quarter of 2023.
