CURRENT STATUS:

Potholing for potential utility conflicts is planned to begin in early March 2024 along Project Segments I-1 and I-4. For locations of Segments I-1 and I-4 see Figure 2 Appendix E of the City of Newberg Water Master Plan – Addendum Riverfront 2021. OVERVIEW Updated 09/01/2023:

During the infrastructure evaluations related to middle housing required by HB2001 (2019) and Oregon Administrative Rule OAR 660.46, the City of Newberg identified areas that require infrastructure upgrades. Specifically to the City’s water lines which showed local areas of significant deficiency that would prevent acceptable service to the range of middle housing options. The City of Newberg requested an Infrastructure-Based Time Extension Request (IBTER) to be able to comply with the requirements of HB 2001. The Department of Land Conservation and Development (DLCD) approved the extension request with the condition that all specified projects be completed by July 2029.  

PURPOSE:

This multi-year, and potentially multi-phase, project will address seven significant pipe improvement projects to provide adequate fire flow to higher density developments in accordance with the approved Infrastructure-Based Time Extension Request (IBTER). The seven pipe improvement projects are labeled  I-1, I -2, I-3, I-4, I-5, I-7, and I-8 as shown in Figure 2 Appendix E of the City of Newberg Water Master Plan – Addendum Riverfront 2021 available at: Water System Master Plan - Updated 2021 | Newberg Oregon

PROJECT TIMELINE:

  • Design Phase: In Progress
    • Survey Field Work  - Initial field survey work is completed.
    • Follow up field survey data collection may occur through Fall 2023.  
    • Potholing for potential utility conflicts is planned to begin in early March 2024.  
  • Construction Phase - Anticipated Start: Fall 2024 (multi year project)

The water line replacement phases are to be completed by July 2029.

February 28,2024 - Potholing for potential utility conflicts is planned to begin in early March 2024.

June 29, 2023 – The design phase is in progress. Initial field survey work completed. Follow up field survey data collection may occur through Fall 2023 or later.  

March 31, 2023 - Initial outreach and survey notification letter mailed to property owners and residents in the general area of the various segments of this project. A copy of the 3/29/2023 Survey Notification Letter is included below.
