PRESS RELEASE: Public Works Director Russ Thomas Announces Intent to Retire Spring 2026

PUBLIC WORKS DIRECTOR RUSS THOMAS ANNOUNCES INTENT TO RETIRE SPRING 2026 

russ_thomas_headshot(NEWBERG, OR) – After serving in Newberg for over 45 years in every role from entry level Laborer to Public Works Director, Russ Thomas has notified the City Manager of his intention to retire effective March 2nd 2026. 

Russ has been a champion of the Newberg community since the first day he showed up for work, setting an example of the city’s STRIVE ethics standards in everything he does. He is quoted on the cover of the city’s customer service handbook with the reminder to “Treat people like they’re your own grandparents.” Russ is regularly seen in the trenches with his own entry level staff, and in matters of delegation he represents Newberg as a city with grace and pride. His wisdom and mentorship will be missed.

Recently, the American Public Works Association recognized Russ for his legacy of service. “Russ has dedicated his life to public service, beginning with his [enlistment] in the US Navy in 1973, finding his way to the City of Newberg as a laborer in 1979, and then working his way up the ladder to his current position as Newberg’s Public Works Director.” said Oregon APWA Chapter President Tim Blackwood. “Russ’ commitment to the Public Works Profession overall and to the Oregon Chapter of APWA, is unparalleled.”

russ_thomas_navyCity leadership has not yet announced plans to recruit a new Public Works Director following Russ’s retirement. Replacing a leader of Russ’s caliber will be no small task. His commitment to public service and his many contributions to our community set a high standard for all of us. The City will share updates on the recruitment process as they become available.
