What is the American Rescue Plan Act (ARPA)?

The American Rescue Plan Act (ARPA)/State and Local Fiscal Recovery Funds (SLFRF) is a $1.9 trillion economic stimulus bill that was passed by the United States Congress in 2021. The purpose of the bill was to speed up the country's recovery from the economic and health effects of the COVID-19 pandemic. Funds may be used for a wide range of project types including infrastructure and other capital projects.

The City of Newberg received $5.3 million in funds from ARPA. The City may distribute the funds to pass-through recipients (such as other agencies, businesses, etc.). While many City's can, and have, used the ARPA funds only for City projects the City of Newberg's staff, Mayor and City Council Members belief was that the ARPA Funds should be used to bolster the City's economic recovery and acted in accordance with that belief. Staff worked internally and with local community groups and businesses to identify projects and opportunities that would improve the community.

How were the Projects Selected to Receive ARPA Funds?

To ensure high ethics and fairness to all concerned, a double-blind process was put into place at the meetings of the budget committee. the Budget Committee considered 12 projects at a time with eight receiving funding per session for a total of three sessions.  Budget committee members were given the opportunity periodically to weigh in on what project should be selected for financing.  Each committee member present had an opportunity to speak for five minutes on the merits or disadvantages of the projects under debate. Each member present was able to show support for the projects via a double-blind digital voting process.  The projects that had a majority vote of approval were awarded funding.  

Projects from the City of Newberg were submitted through the same process as community projects.

The City’s Economic Development Manager reviewed the business projects as they came in to ensure they met the federal guidelines and local code.  City Manager Will Worthey did the same for non-profit projects.
