What is the Downtown Newberg Parking Study?

In 2023, the Downtown Newberg Parking Study and Management Plan evaluated the downtown parking system which included conducting a parking inventory and parking utilization study. The project review the use and access characteristics of the on- and off-street parking supplies in downtown Newberg. The study built on the foundation created by the Strategic Parking Management Plan (2016) and provided strategies to improve the efficiency of the City’s parking system in order to provide an updated platform for decision-making and future growth in the downtown Newberg area.

The Downtown Newberg Parking Study was managed by the City’s Community Development Department and collaborated with key stakeholders including the Newberg Downtown Coalition, Chehalem Valley Chamber of Commerce, and Taste Newberg as project partners. In March 2023, the City selected a consultant team consisting of Studio Davis PDX and Quality Counts to lead technical aspects the project.

What did the Downtown Newberg Parking Study do? 

The project studied Newberg’s downtown parking system to provide information about the downtown areas parking assets, challenges, and opportunities for improvement. The project:

  • Conducted an inventory of the entire supply of on- and off-street public parking in downtown Newberg;
  • Generated peak-season parking demand projections occurring seasonally between June and September;
