The City of Newberg maintains 65.5 miles of paved streets and approximately 4 miles of gravel roads.  Three State owned roads [Highway 99W, 219/N.College St, and 240] weave through a network of city and county roads.

In 2016, the City Council adopted Ordinance No. 2811 adding Section 3.45.060 to the City Municipal Code; creating an additional funding source called the Transportation Utility Fee (TUF).  This is what funds the City Pavement Program.  Improvement to Pavement may include patching, crack sealing, fog sealing, slurry sealing, chip sealing, grinding, inlay, overlay, reconstruction, assessment of street drains, and adding required Americans with Disabilities Act (ADA) improvements.  Work may also include drainage system or stormwater system improvements.

Due to the Middle Housing Development Requirements and issues with aging or undersized systems beneath the roads; work on some streets is delayed so that the underground repairs can be completed at the same time as the pavement work.  We coordinate work with PGE, NW Natural Gas, and other utilities so that new pavement does not need to be dug up to fix issues as often.  Using this longer term planning allows the City to take advantage of funding options to save money and improve how long the pavement lasts.

Status Updates

N Brutscher Street and E. Sherman Street - Final Updates 6/27/23

 
N BRUTSCHER STREET 

At the end of Wednesday June 28, 2023 N Brutscher will be reopened to traffic and all detours will be removed. This week City's Contractor Eagle-Elsner, Inc. installed pavement striping and markings on the new pavement between Highway 99W and E Hayes Street roundabout.  The City and the contractor appreciates your patience, cooperation and understanding for this project. The improvements are funded by your transportation utility fees and gas taxes. 

Please Remember: 

  • Drive with care and respect the speed signs please. 
  • Pedestrians now use the sidewalks, newly marked crosswalks, and new ADA ramps.
  • Bicyclists now use the bike lanes.
E SHERMAN STREET Project: 6/27/2023

E Sherman Street is now reopened to traffic. The City's Contractor Eagle-Elsner, Inc. has completed the cement-aggregate base and installed the new pavement with thermoplastic stop bars at the stop signs on E Sherman Street (between N School Street and N Meridian Street) .The City and the contractor appreciates your patience, cooperation and understanding for this project. The improvements are funded by your transportation utility fees and gas taxes.

Construction Updates  N Brutscher Street project and E. Sherman Street project - Updated 6/5/23

N BRUTSCHER STREET: The City's Contractor Eagle-Elsner, Inc. will be paving the northern portion of N Brutscher Street (from south of the Highway 99W intersection to the winery entrance, just north of N Little Oak Street) on Friday, June 9 and the final lift of pavement on Monday, June 12, 2023.

N Brutscher Street will remain closed to traffic until paving is complete with temporary pavement marking. Contractor will install permanent pavement marking and striping several days at a later date. Working hours for construction are 7:00 am to 6:00 pm Monday through Friday.

What you can do: 

  • Expect traffic delay: Take N Providence Dr or N Springbrook Rd to detour around N Brutscher Street.
  • Observe traffic control signs, watch for workers in construction zone, and drive with care.
  • Pedestrians will have a designated path.

E SHERMAN STREET: The City's Contractor Eagle-Elsner, Inc. is working on E Sherman Street. Paving is planned for E Sherman Street during the week of June 12th, and it will take 3 days to complete the pavement installation. E Sherman Street will remain closed to traffic until pavement is complete. Local traffic only will be allowed while the street is closed.

Working hours for construction are 7:00 AM to 6:00 PM, Monday through Friday. On-street parking will not be allowed on E Sherman Street between the N School Street and the N Meridian Street intersections during construction. Please observe traffic control and utilize detour routes.

Street Closure for Pavement Reconstruction on E. Sherman Street - Updated 5/26/23

E SHERMAN STREETThe City's Contractor Eagle-Elsner, Inc. will begin pavement reconstruction work for E Sherman Street after the Memorial Day weekend. Doorhangers have been distributed by the contractor earlier this week. A copy of the doorhanger is available for download. What that means is that the street will be closed to traffic for full depth reclamation (FDR) starting Tuesday, May 30, 2023Local traffic only will be allowed while the street is closed. FDR provides reconstruction of the aggregate base and the pavement on top of the aggregate base.

Working hours for construction are 7:00 AM to 6:00 PM, Monday through Friday. On-street parking will not be allowed on E Sherman Street between the N School Street and the N Meridian Street intersections during construction. Please observe traffic control and utilize detour routes.

Street Closure to Expedite Pavement Construction on N. Brutscher Street - Updated 5/16/23

N BRUTSCHER STREETThe City's Contractor Eagle-Elsner, Inc. has made a great progress in expediting pavement reconstruction for N Brutscher Street sooner than expected. What that means is that paving is in progress for the next two days. The southern portion of N Brutscher Street from south of the Fred Meyer access drive to the E Hayes Street Roundabout will be re-open to traffic after it is paved. That northern portion of N Brutscher Street from Highway 99W to the Fred Meyer access drive (from Brutscher) will then be closed to traffic for full depth reclamation (FDR) starting Thursday, May 18, 2023. FDR provides reconstruction of  the aggregate base and the pavement on top of the aggregate base.

Please continue to observe traffic control and utilize detour routes. Work hours are 7:00 am to 6:00 pm Monday through Friday each week except for holidays.

Update on N. Brutscher Street Pavement Work - Updated 5/4/23

N BRUTSCHER STREETThe City's Contractor Eagle-Elsner, Inc. has removed the existing pavement at the E Hayes Street roundabout and is now working on reconstructing the base rock layer that will support the new pavement. Phases 1 & 2 will be combined to expedite the construction operations. Street closure will reflect new phasing. More pavement removal to the north of the roundabout will occur in the week of May 8, 2023. See the attached updated doorhanger provided by the contractor and it shows the new phasing. Also please see the associated New Detour Plan for Brutscher/Hayes Roundabout that includes the additional Brutscher Street mid-portion (5-4-2023).

Full depth reclamation (FDR) to rehabilitate the pavement will begin at the south end of the project at the Hayes Street roundabout and moving north towards Highway 99W. Street closure will occur in 3 phases. Work hours are 7:00 am to 6:00 pm Monday through Friday each week except for holidays.

Tenants, residents and business owners next to N Brutscher Street will receive a copy of the Construction Notice on Brutscher Street in the mail. This Notice can also be downloaded at this website. What you can do:

N. Brutscher Street and E Sherman Street - Updated 4/3/23

N BRUTSCHER STREETPavement reconstruction will occur when the weather becomes favorable for pavement work this spring. City will provide street closure notification in advance by mail for businesses and local residents. N Brutscher Street from Highway 99W to E Hayes Street roundabout will be closed in phases to minimize traffic impact to homes and businesses. Traffic detour will be set up with proper signage.

The City's Contractor Eagle-Elsner, Inc. and subcontractor Prairie Electric, Inc. will replace the traffic detection loop in existing northbound N Brutscher Street pavement at the intersection of State Highway 99W and N Brutscher Street with a radar traffic detection device. This task will be performed when N Brutscher Street is shut down for construction to minimize multiple closures.

E SHERMAN STREETPavement reconstruction will occur when the weather becomes favorable for pavement work this spring. City will provide street closure notification in advance by mail for local residents. E Sherman Street between N School Street  and Highway 219 (aka N College Street) and E Sherman Street between Highway 219 (aka N College Street) and N Meridian Street will be closed for pavement reconstruction.  Traffic detour will be set up with proper signage.

N. Brutscher Street and E Sherman Street - Updated 1/19/23

N BRUTSCHER STREETThe City's Contractor Eagle-Elsner, Inc. and subcontractor Prairie Electric, Inc. will be replacing the traffic detection loop embedded in the existing northbound N Brutscher Street pavement at the intersection of State Highway 99W and N Brutscher Street with a radar traffic detection device in February or March 2023. Pavement reconstruction will follow when the weather becomes favorable for pavement work in spring. N Brutscher Street from Highway 99W to E Hayes Street roundabout will be closed in phases, and the traffic will have to follow the detour routes. Street construction and closure notification will be in the mail for businesses and local residents.

E SHERMAN STREETThe City's Contractor Eagle-Elsner, Inc. has completed the storm drainage improvements at the E Sherman and N Edwards intersection. Subcontractor Concrete Solutions, Inc. has replaced all the substandard ADA sidewalk ramps along E Sherman Street between N College Street and N Meridian Street. Construction crew will begin pavement reconstruction when warm weather returns in spring.

N. Brutscher Street and E Sherman Street - Updated 12/13/22

N BRUTSCHER STREETThe City's sidewalk ramps on N Brutscher Street from the Fred Meyer access drive south to the E Hayes Street roundabout have all been upgraded to the latest ADA standard. N Brutscher Street has been re-opened to traffic since mid-November. City staff would like to thank local businesses, residents and all road users for your patience and understanding during construction.

Next steps: February - March 2023 The City's Contractor Eagle-Elsner, Inc. and subcontractor Prairie Electric will replace the traffic signal detection loop on the surface with a pole-mounted radar device for State Highway 99W and N Brutscher Street intersection in coordination with ODOT approval.  Pavement reconstruction will follow after that in spring 2023.

E SHERMAN STREETThe City's Contractor Eagle-Elsner, Inc. plans to complete the storm drainage improvements at the E Sherman and N Edwards intersection this week, followed by two ADA sidewalk ramp improvements at the same intersection, weather permitting.   Spring 2023 the contractor will complete the pavement reconstruction when weather warms up.

Detour Lifted during weekend N Brutscher Street  (11/11 - 11/13) - Updated 11/11/22

BRUTSCHER STREET:

The roundabout at N Brutscher and E Hayes is re-opened to traffic over the weekend, 11/11/22 through 11/13/22.

The temporary detour route will be set up again on Monday 11/14/22 when City's Contractor Eagle-Elsner, Inc. and subcontractor Concrete Solutions, Inc. continue to replace all substandard ADA ramps until they are all complete. This ADA work is anticipated to be complete no later than 11/18/22 weather permitting. Traffic may follow detour again. Please see attached Traffic Control or Detour Plans for N Brutscher/E Hayes while ADA work is in progress.

City and Contractor appreciate your patience and understanding while the ADA work is in progress. We hear your concerns on the detour route and have opened up the roundabout for the weekend in response. Traffic Control/Detour for N Brutscher ADA Ramp Work - Updated 11/8/22 and 11/9/22

N BRUTSCHER STREETCity's Contractor Eagle-Elsner, Inc. and subcontractor Concrete Solutions, Inc. are reconstructing substandard ADA ramps on either side of N Brutscher Street. The roundabout at N Brutscher and E Hayes is closed for traffic. Traffic may follow detour until the new ramps are complete. E SHERMAN STREETThe ADA ramp reconstruction for E Sherman Street (from N School Street to N Meridian Street) will begin in the week of 11/21/22, weather dependent. Construction Kickoff for 2022 Pavement Improvement Project - Updated 10/20/2022 

On October 14, 2022, City executed a construction contract with Eagle-Elsner, Inc. for the 2022 Pavement Improvements Project upon Council authorization of Resolution No. 2022-3824. Contractor provided a construction schedule for the project at the preconstruction conference.

Subcontractor Concrete Solutions, Inc. will begin ADA ramp reconstruction for (a) N Brutscher Street (from Hwy 99W to E Hayes Street roundabout) in the week of 10/24/22, and (b) E Sherman Street (from N School Street to N Meridian Street) in the week of 11/14/22. Ramp reconstruction may continue into next year 2023 until they are all complete. Pedestrians will be provided with a temporary path. See attached mailing notification for construction kickoff.

The construction team will begin street reconstruction with full depth pavement reclamation in spring 2023, or when favorable weather returns for pavement work. Staff will provide another mailing notification to businesses, property owners and residents before pavement work begins at that time. Construction for the pavement project is weather-dependent. As always, expect traffic delay and watch out for construction workers. As always, your understanding and patience are much appreciated.​

2022 Pavement Improvement Projects - Updated 9/1/2022 

City received a total of 8 bids ranging between a low of $1,295,295.00 to high at $2,040,000.00 on August 23, 2022. Upon verification, Eagle-Elsner, Inc. has submitted the lowest responsive bid at $1,295,295.00. For project bid info, please go to: https://bids.newbergoregon.gov/rfp/2022-pavement-improvements-project-construction.

September 19, 2022, City Council will consider Resolution No. 2022-3824 to award the pavement project contract to Eagle-Elsner, Inc. The preconstruction conference is tentatively set for October 10, 2022.

ADA ramps are planned for construction in 2022, and N Brutscher and E Sherman streets would see reconstruction in 2023. This pavement project is anticipated to be fully complete in June 2023.

2022 Pavement Improvements Project - Updated 7/5/2022 

The City's consultant, Wallis Engineering, completed the design for the 2022 Pavement Improvement Project after addressing challenging review items from the Oregon Department of Transportation about the N. Brutscher Street intersection with Highway 99W, and the E Sherman Street intersection with N College Street (Highway 219).

The 2022 Pavement Improvement Project will be advertised in July. The completion date for the pavement project will be in May/June 2023. More updates will be posted in fall 2022.

Resume Reconstruction of E North Street for 2021 Pavement Rehab-A Project - Updated 5/12/2022

Reconstruction of E North Street was delayed due to weather after waterline work was finished in fall 2021. The contractor will resume work in May and June 2022 as follows:

  1. Grind the pavement on 5/16/22 and 5/17/22;
  2. Perform cement treated base (CTB) on 5/18/22 and 5/19/22; and
  3. Pave target date set for 5/23/22  

E North Street closed to traffic for the above pavement preservation work per City Code 12.05.100. Closure is subject to weather conditions.

Paving E Franklin for 2021 Pavement Rehab-B Project - Updated 4/26/2022

The City’s contractor, Eagle Elsner, Inc., will be paving E Franklin Street (N College Street to N. School Street) tomorrow (4/27/22).

Easement Acquisition

The City of Newberg has acquired temporary construction easements as needed from several property owners and businesses for the 2022 Pavement Rehabilitation Project. The property owners’ positive responses are much appreciated by the City.

Pavement Conditions

N Brutscher Street has a current PCI (pavement condition index) of 43 out of 100. E Sherman Street has a PCI of 14, 25 and 32 for 3 blocks of street. The lower index implies that the pavement is in poor condition and requires full depth reconstruction prior to installing new asphalt pavement.

Design

The City’s lead consultant, Wallis Engineering, is currently designing pavement reconstruction of N Brutscher Street from Highway 99W to E Hayes Street roundabout, and E Sherman Street from N School Street to N Meridian Street. Work includes adding a few catch basins for adequate pavement drainage, providing sidewalk ramp design to meet current ADA requirements, and improvement to existing traffic signals as required by the Oregon Department of Transportation. The project will be advertised for bids and summer construction. Traffic control and detour information will be provided to the public prior to project construction.

The pavement preservation project is anticipated to be fully complete in the 4th quarter of 2023.

Work begins E Franklin and S Willamette for Pavement Rehab-B Project - Updated 2/15/2022 

The following two City streets will receive pavement rehabilitation work starting this week through June 2022 (see figures below), new asphalt and ADA ramps will be installed on:

  • E Franklin Street (from N School Street to N Edwards Street)
  • S Willamette Street (from E Fourth St to E Fifth Street)

Eagle-Elsner, Inc. is the City’s contractor that performs work for this Pavement Project B.

Postponed E North Street Reconstruction due to Weather at E Sixth Street - Updated 11/16/2021

E North Street

The City’s contractor has completed the water main improvement on E North Street after the replacement of a substandard waterline. Trench paving and pavement restoration adjacent to all new ADA sidewalk ramps along E North Street will be next.

Due to the cold and wet weather conditions, however, the proposed pavement preservation for E North Street needs to be postponed until spring 2022. You will receive an advanced notification before the contractor restarts the postponed pavement preservation work.

E Sixth Street

The City’s contractor has installed the first layer of hot mix asphalt pavement (HMAC) on E Sixth Street. Due to the cold and wet weather conditions, however, the final layer of HMAC needs to wait for a favorable weather condition for optimal paving.

Water Services Shutdown on E North Street - updated 10/27/2021

Pacific Excavation is connecting a new water main. The work requires the temporary shut-down of water services to 21 homes in the E North Street neighborhood on 10/28/21. See the map of the impacted homes. 

Additionally, proposed paving is planned for E Sixth Street (from S River to S Columbia) on 10/27/21. If the weather is marginal, paving may be rescheduled to early next week. 

Work Begins on E Sixth Street Reconstruction for 2021 Rehab-A Project - Updated 10/14/2021

On Monday, October 18, 2021 Paclific Excavation Inc. will begin work on removing all of the existing asphalt on E Sixth Street between E River St and S Coumbia St. Work will start from River Street and work east. On Tuesday and Wednesday, Pacific Excavation Inc will be cement treating the same area. During this process, vehicles will not be allowed to leave or enter their driveway areas. At the end of the day, residents will have access to their driveways. Please park along a side street during work hours. 

Once cement treating is complete, the road must sit for a few days before paving. The new Asphalt Paving will take place Monday, October 25, 2021. This will take two days. Again, residents will not be able to access their driveways during work hours during those two days. 

Work hours will be from 7am - 6pm Monday - Friday.

2021 Streets for Pavement Maintenance and Rehab A/Rehab B Projects - Updated 7/22/2021

For the summer of 2021, the Newberg Public Works Department plans to advertise bid projects to preserve existing pavement on the following streets:

Pavement Maintenance Bid Project: 

  • E Third St (S Main St to S Blaine St)
  • E Andrew St (James St to S College St)
  • N Filbert Ct (Walnut Ave to Dead End)
  • The Greens Ave (E Fernwood Rd to Ironwood Dr)
  • N Aldersgate Ln (Crestview Dr to N Pennington Dr)
  • N/S Meridian St (Sierra Vista DR to E Fourth St)
  • S Edwards St (E Second St to E First Street)
  • E Ninth St (Commerce Pkwy to Industrial Pkwy)
  • E Pinehurst Ct/W Pinehurst Dr (N College St to N Meridian St)

Pavement Rehabilitation Bid Project A:

  • E North St (N Howard St to N Meridian St)
  • E Sixth St (S River St to S Columbia St)

Pavement Rehabilitation Bid Project B: 

  • E Franklin St (N School St to N Edwards St)
  • S Willamette St (E Fourth St to E Fifth St)

Note: Previous preservation plans to grind and inlay Deborah Rd (Haworth Ave to Douglas Ave), E Douglas Ave (Deborah Rd to N Emery Dr), and N Emery Dr (E Douglas Ave to E Crestview Dr) are on hold until the existing substandard water mains beneath the street pavement are replaced.

2021 Intent to Award Pacific Excavation for Pavement Rehab-A Project - Updated 8/25/2021

On July 13, 2021, the City’s consultant, HBH Consulting Engineers, Inc., completed the design for 2021 Pavement Rehabilitation Project. This project includes a total reconstruction of two city streets as noted below by first providing a cement-treated aggregate base for each street prior to topping it with hot mixed asphalt concrete:

 (a)          E North Street (from N Howard St to N Meridian St)                                                                                     (b)          E Sixth Street (from S River St to S Columbia St)

On August 10, 2021, the City received and opened two (2) qualified bids from Pacific Excavation, Inc. and Kodiak Pacific Construction Company. On September 7, 2021, City Council will consider the bid award to Pacific Excavation, Inc. for submitting the lowest and responsive bid to the City.

Construction is expected to begin in mid-September and end in mid-December.

2021 Crack and Slurry Sealing Scheduled Pavement Maintenance Project - Updated 7/22/2021

The City of Newberg advertised the Pavement Maintenance Bid Project in May 2021, received two qualified bids, and is now in contract with Intermountain Slurry Seal, Inc. by authority of Council Resolution No. 2021-3746. The contractor and its subcontractor will be working on this project in August and September. Please refer to the construction schedule for details. 

Crack Sealing: August 16 - August 19
Slurry Sealing: August 31 - September 2
Striping: September 8. Work may continue through September 9
