Most Current Proposed Phasing Map for Collina at Springbrook

STATUS (Updated May 24, 2024): City Council passed Order No. 2024-0045 and Ordinance No. 2024-2923 at their May 20, 2024 City Council Meeting. The 21 day appeal period will end June 14, 2024.

A property owner in your neighborhood submitted an application to the City of Newberg to modify the phasing schedule of the Collina at Springbrook Subdivision (SUB322-0002) that was approved under Order No. 2023-44 and Ordinance 2023-2915 as well as update the Springbrook Master Plan Development Standards Matrix. The modification would clarify and adjust the phasing schedule in regards to timelines for each phase and what frontage improvements are included in each phase. The development standards matrix would update the allowed 20 foot lot frontage language from "attached dwelling units" to "middle housing dwelling units" and update the development standards for middle housing west of Hess Creek. It would specifically change the shared driveway easement and paving width from currently requiring a 25 foot easement with a 20 foot paved driveway width to a 24 foot easement with a 16 foot paved width. It would also change the required width for driveways between duplexes and triplexes from the currently required 22 feet to 20 feet.

“Middle housing” means any individual or combination of duplex dwellings, triplex dwellings, quadplex dwellings, townhouse dwellings and/or cottage clusters.

Any issue which might be raised in an appeal of this case to the Land Use Board of Appeals (LUBA) must be raised during the public hearing process.  You must include enough detail to enable the decision maker an opportunity to respond.  The applicable criteria used to make a decision on this application are found in Newberg Municipal Code (NMC) Sections 15.326, and 15.235.030(D) and 15.235.030(E). It will also be evaluated against Statewide Goals and Newberg's Comprehensive Plan.
