STRIVE Awards 

City staff has the opportunity to nominate their coworkers on a bi-monthly basis for those within our organization that exhibit our values and take actions that improve the lives of our community members. Check out some of our past winners and awesome staff members:

Sharon Corson-Small earns strive award for service

Congratulations to Sharon Corson-Small on Earning the STRIVE Award for SERVICE.

The award for Service is earned by a staff member that makes decisions and takes action to reflect Newberg's commitment to serving our community.

I witnessed her take a phone call at the Utility Billing Counter right at closing time from an elderly customer with a hearing disability and she stayed on the call for over an hour (past her work hours) trying to help the woman with an issue that had nothing to do with utility billing at all. She was trying to locate the wastewater treatment plant and knew Sharon was very helpful from calling her regarding her water bill. Sharon very patiently helped google map directions and helped look up street views to do everything she could to help this citizen find the location. She stayed very calm and patient during the whole call and made sure the customer felt comfortable hanging up the phone before ending the call. Sharon had to repeat herself multiple times during the call due to the hearing disability and went over the same information multiple times because the customer wasn’t grasping the information. Sharon never got frustrated or upset at all and was only concerned that the customer was helped. I felt this really demonstrated excellent customer service and she really made sure the customer received help instead of just transferring her to another department or voicemail. She made sure she got helped even though it wasn’t for her department."

"I want to nominate Sharon Corson Small for a service award as in “public service”.  Sharon engages with so many Newberg residents every month and not in the most pleasant of circumstances where they receive past due water bill notices or have their water shut off – I think last month is was more than 50 on one day.  She has told me her goal is always to make them leave the conversation with a smile.  On March 5th she went above and beyond with a customer call that came in at the end of the day at around 4:30 as she was getting ready to leave for the day.  How many of us might not have picked up that call but Sharon did and then found she was engaged with a resident who was both hard of hearing and not calling about utilities but about property boundaries.  She stayed on the phone with the resident for over an hour, guiding them to the correct department, telling them how to find it, pulling up google maps and repeating the same information many times. I am privileged to watch Sharon every day as we share archives space.  She is always calm, kind and really tries to help.  If only all the customer service I encounter could be of the standard Sharon offers.  She is very deserving of a STRIVE award."

Dave Brooks earns strive award for teamwork

Congratulations to Officer DAVE BROOKS on Earning the STRIVE Award for TEAMWORK.

The award for Teamwork is earned by a staff member that fosters a culture of mutual respect and support.

Officer Dave Brooks has dual roles within the Newberg-Dundee Police Department.  His primary assignment is as the Public Safety Technology Manager, but his secondary role is that of a certified police officer.  In this role, Officer Brooks is expected to assist with shift coverage as needed.  This would normally involve one or two shifts a week, but it would not be his primary assignment. 

During the first quarter rotation, NDPD faced significant staffing shortages due to extended leave, injuries, training, illness, and more.  Officer Brooks was asked to cover varying shifts based on whatever was most needed at that time.  As a result, Officer Brooks worked day, swing, and graveyard shifts.  As one officer would return, Officer Brooks would change shifts to cover for another who was out.  He was scheduled to cover patrol for full weeks at a time, and he offered to cover some overtime shifts.  In addition to this, Officer Brooks continued to work on his primary duties. 

Officer Brooks never complained.  He instead consistently responded, “Put me wherever you need me.”  We would not have been able to maintain the necessary shift coverage without the help of Officer Brooks.  Officer Brooks has demonstrated a team-first attitude.  He has been an excellent addition to NDPD and a valuable addition to the Patrol Division.

It is for this reason; I wish to recognize Officer Dave Brooks for his teamwork and nominate him for a STRIVE award."

Officer Mitchell Service

Congratulations to Officer Mitchell on Earning the STRIVE Award for SERVICE.

The award for Service is earned by a staff member that makes decisions and takes action to reflect Newberg's commitment to serving our community.

On December 21st, 2023 Mr. Rodney Robbins sent an email to me detailing how impressed he was with Officer Mitchell when he spoke with a client of Mr. Robbins.  Mr. Robbins is a licensed therapist who brought his client to the police department to report criminal activity that was disclosed to him during a therapy session. 

Mr. Robbins stated that his client, the victim, had experienced severe trauma because of the crimes committed against her.  Robbins stated to me that he was extremely impressed with how Officer Mitchell handled the situation, specifically recalling his tact, delicacy, and his professionalism.  He went on to say that Officer Mitchell further distinguished himself by showing a great level of empathy, compassion, and assurance that the victim’s case would be handled appropriately.

Officer Mitchell consistently provides a level of service that reflects well on the Newberg-Dundee Police Department and the City of Newberg.  Mr. Robbins was so impressed with Officer Mitchell, he felt it was important to send an email documenting his observations.  While I am not surprised by Officer Mitchell’s level of service, I am continually impressed by him.  I would like to nominate Officer Robert Mitchell to receive a STRIVE award for Service."

Emily Salsbury Value and Teamwork

Congratulations to Emily Salsbury on Earning the STRIVE Award for teamwork and value.

The Teamwork Award is presented to a staff member who fosters a culture of mutual respect and support. The Value Award is presented to a staff member who provides the best value services at all times.

“Emily has done an outstanding job filling in as City Recorder. She has upheld the integrity of the council packets and kept the process seamless after her predecessor left. She was willing to take on more hours to accommodate the extra workload and learned the process of running meetings and publishing packets very quickly. She has done a great job keeping that department running until we hired our new city recorder and I think her hard work should be recognized!”

Dawn Nelson Value Responsibility and Teamwork

Congratulations to DAWN NELSON on Earning the STRIVE Award for teamwork, responsibility, and value.

“When Dawn joined the team, she picked up management of ExecuTime and owned that project! She did a great job working with other departments to facilitate rollout of the software, and now that we're seeing the project come to fruition it's important to recognize all the hard work that has been pumped into it. She's done a great job troubleshooting and guiding everyone through this new way of doing things.”

Ken Marron Value and Responsibility

Congratulations to Ken Marron on Earning the STRIVE Award for Responsibility and Value.

The Responsibility Award is presented to a staff member who upholds and honors the community's trust through stewardship of resources. The Value Award is presented to a staff member who provides the best value services at all times.

"Ken has turned things around in the last year and has started impressing some people. For instance, he was given the valve turning program, and he developed the program and completed turning all water valves in the city in one year. On top of that, he is given more critical administrative investigating tasks such as creating and reconciling the City's Water Loss each month. His investigation took our numbers from the mid-teens to 3%-ish.

Now he has been given a significant role within the new federal Lead and Copper Rule we must follow. He was tasked with investigating which water taps the city or county has records of being built or installed from 1986 to now. Then he was responsible for examining everything pre-1986 to see if we had any documentation of water tap pipe material. Many people don't know, but the city has over 7,000 water connections, and that grows monthly. Through diligent work, he has eliminated 50-60% of the list. As he continues to research, that percentage grows weekly. Everyone he finds is one less that the city has to go out and field verify. He is helping save the city thousands of dollars in time and labor, all while continuing to keep on his valve turning and water loss reporting."

Ian Rodriguez Teamwork

Congratulations to IAN RODRIGUEZ on Earning the STRIVE Award for Teamwork.

The Teamwork award is presented to a staff member who fosters a culture of mutual respect and support.

"At the library we've been experiencing many problems with people and unsafe behaviors including harassment and drug use. I've been writing grants to raise the funds for cameras in problematic areas of the library but was still short the needed funds at the beginning of the month. Ian approached me after hearing I didn't yet have grant funding and said IT would pick up the remaining nearly $9,000 so we could get the cameras and have better security in place. A day later the rest of my grant funding came through so the funds from IT were no longer needed. However, Ian's actions exemplified teamwork and service when he stepped in to make sure the library could get the much-needed cameras to make the library a safer place for staff and patrons."

Jessica Otto teamwork award

Congratulations to Jessica Otto on Earning the STRIVE Award for Teamwork.

Jessica Otto recently finished a big project for the mayor and city manager. Jessica researched the names on the Memorial plaques of fallen war veterans. She not only listed the names, but their connection to Newberg and anything else known about them. She will continue this project and will work on WWII names when Will passes those to her in November. Samantha Qualls Service Award

Congratulations to Samantha Qualls on Earning the STRIVE Award for Service.

The award for Service is earned by a staff member that makes decisions and takes action to reflect Newberg's commitment to serving our community.

"I could nominate Samantha for any of the STRIVE values as she is consistently working to serve our community well every single day. Samantha is always thinking ahead about how to best support our patrons and each other. She remembers our patrons' names, thinks ahead about the needs of our volunteers and is always thinking of creative ways to use the resources that we have on hand. Kids and families come to the library to say hello to Samantha and to tell her all about the newest things they are doing and how much they loved her recommendations. She takes care of hundreds of details each day that keep the library running smoothly and adds creative touches that everyone, staff and patrons alike, enjoy. She came up with a snowflake craft that our staff enjoyed creating at a staff meeting and using to decorate the library. She is also the person responsible for coming up with new hiding places for our reading program mascots in the summer and winter. Everyone, including staff, loved finding Mellow the Marshfellow, our Cozy Reading mascot, hiding all around the library. In just six weeks, we had 624 people find the mascot around the library this winter. She is also the person coming up with the interactive programs in the children's area each month, and we all marvel at the new ideas. Recently, we expanded our Turnaround book delivery program to include Little Free Libraries around town. Samantha drove around to dozens of Little Free Libraries offering regular book deliveries to restock their libraries. We had many homeowners call us, overjoyed at the opportunity. Samantha arranged volunteers to deliver the books regularly, and has spearheaded a very successful extension to this program with no additional cost involved. I could continue on, but will simply say that Samantha could be nominated for any of the STRIVE values and is a wonderful part of our library team."

Chris Kratichvil Teamwork Award

Congratulations to Chris Kratichvil on Earning the STRIVE Award for Teamwork.

The award for Teamwork is earned by a staff member that fosters a culture of mutual respect and support.

"Chris assisted me in finding a way to use existing software (Cartagraph) to track the City Emergency resources such as face masks, portable generators, cots, chainsaws all the things we need to be able to run a fast report and hand off to the Resource person in our Emergency Operations Center during a large event. By working together we now treat this emergency small tools and PPE as resources that we know location inventor levels and will add value$ and FEMA type codes for future reimbursement after an emergency. I came to Chris with an idea and he helped make it happen and then has been available by phone anytime I had questions as I uploaded items to Cartagraph. True service to a coworker and a plan. I appreciate his willingness to roll up sleeves and work together."

Fe Bates Teamwork Award

Congratulations to Fé Bates on Earning the STRIVE Award for Teamwork.

The award for Teamwork is earned by a staff member that fosters a culture of mutual respect and support.

" volunteered to help HR for 8 additional hours per week above her normal 32-hour schedule. Because she is a seasoned employee with experience, it was possible to assign her a task, which she then carried out impeccably without needing oversight or direction. The task was particularly detail-oriented, adjusting all the job-descriptions and wages in multiple places following the class and comp study. Fé's diligent and accurate work is helping HR catch up on some much needed tasks while I have been caught up in software implementation. Great teamwork!"

"Amy is a relatively new employee to the police department and brings years of prior experience from working with another police agency. Amy has the BEST attitude and is always willing to help. While performing her duties as the departments evidence technician Amy exemplifies the definitions of SERVICE and TEAMWORK with her dedication to helping the team and making our evidence processes work smoother. Amy has dedicated herself to improving our agencies evidence tracking and processing and is always looking to streamline how things are done."

Service Award presented to Robin Nance

Congratulations to Robin Nance on Earning the STRIVE Award for Service.

The award for Service is earned by a staff member that makes decisions and takes action to reflect Newberg's commitment to serving our community.

"I feel that Robin is a good example of the value Service. Robin Sits in her office helping citizens on the phone and in person. Some of these people are in a stressful situation making them a bit difficult to deal with, but I have never seen her lose her cool and if she has to get stern, she is very professional about it. She is always friendly when greeting people at the window, even when she has to finish helping a citizen on the phone. I feel that Robin exemplifies Service."

Equity Award presented to Mike Fischer

Congratulations to Mike Fischer on Earning the STRIVE Award for EQUITY.

The award for Equity is earned by a staff member that aims to recognize everyone's unique voice and take actions to make a more equitable community.

"Mike Fischer would be a strong candidate for any of the STRIVE values, however I am nominating him for Equity this time around. Mike has been working at the WWTP for just a year in a Plant Mechanic and now a Sr Mechanic role. He is a great example of leadership for all other staff and is very much respected by his peers. Mike is always willing to listen and take input from everyone he works with, and does not hesitate to stand up for fairness and equal treatment of all the union employees he represents as their president. That being said, Mike is very level headed and does not ask for more than what he feels is fair for himself or others either. He regularly makes well thought out and inclusive decisions in both his role as union president and Sr. Mechanic."

Value Award presented to Bobbye Hernandez

Congratulations to Bobbye Hernandez on Earning the STRIVE Award for Value.

The award for Value is earned by a staff member that raises the bar and exceeds expectations to elevate the service we provide for our community.

"Bobbye is new to the library team but has already demonstrated that she is extremely valuable to our team. For just one example of her great work, she recently worked with a couple in our community who did not speak English as a first language, helping them to navigate a job application, schedule interviews with their potential new boss and did so with great service. The couple ended up getting their jobs and came back to thank her. Without her help, they simply wouldn't have been able to do it. That seems like value to me!"

Integrity Award Winners - Barbara Davis and Bret Sylvester

Congratulations to Barbara Davis and Bret Sylvester on earning the STRIVE Award For Integrity

This award is for staff that demonstrates upstanding character traits and work ethics including sound judgment, honesty, dependability, and loyalty to the City.  

"Barb is ever mindful of the public's money and making sure that it is being diligently administered through the proper procedures and laws. She also works selflessly with all sorts of Departments and insists on helping with several tasks in order to alleviate the burden on teammates."

"Bret is an all-around good guy. Ask anyone who has worked with him, he's honest, dependable, and humble. Always willing to help out, never acts self-seeking a true team player. Finally promoted to a well-deserved position of Crew chief after over 12 years of service at public works. I can't count the times he's been "on-call" and responded to the city's emergent problems."

We are beyond grateful for the leadership you provide as we continue to nurture a culture of honesty, transparency, and faithfulness in the City.

Responsibility Award Winner - April Catan

Congratulations to our STRIVE Responsibility winners April Catan and Sgt. Carl Busse! 

The Responisbility Award is presented to staff that upholds and honors the community’s trust through stewardship of resources.


"April is a highly dedicated employee who always ensures that her duties and assignments are completed on or before their due dates. She is always looking forward for future potential regulatory issues and regularly forwards articles or information regarding emerging issues in wastewater treatment to ensure management is aware well in advance of potential regulatory changes. She makes the job of managing the treatment plant much less stressful. She also has gone above and beyond by volunteering to chair the City Safety Committee as well as participate on the Oregon ACWA Pretreatment Committee and the Recycled Water/Biosolids Committee."

"When I think of Responsibility, Sgt. Carl Busse is one of the first people who comes to mind. He is probably in the top 1% in this category. Sgt. Busse is deeply devoted to seeing the operational mission of our Police Dept. is accomplished. He has taken personal responsibility for the success of our department in many areas. Over the last several months, during times when our staffing was down by several officers, Sgt. Busse has creatively adjusted the schedule to ensure patrol has adequate shift coverage. Sgt. Busse has helped manage liability through updated training techniques and by implementing new information and standards from changes in legislation or through case law rulings. Sgt. Busse is also a member of a group in our department that reviews all uses of force by officers in order to ensure all force use is proper and legal. He sets himself apart with his work ethic and consistently high devotion to the success of our police department and city. Sgt. Busse strives every day to make us all better through his servant leadership. The example he sets for our department and profession is exemplary."

Keep STRIVEing! 

Audrey Ragsdale, Audrey Smith, and Karan Frketich Teamwork Award

Audrey Ragsdale, Audrey Smith, and Karan Frketich were all awarded the STRIVE Teamwork award in 2021 for exhibiting and demonstrating teamwork within their roles in the City. All three employees immediately volunteered to help with "Operation Paperclip" - an operation to put 145 personnel files in order and provide a green folder for each employee with the needed items. This project allows the City to do several things including:

  • Scan and digitize all personnel files onto a safe drive to ensure redundancy and eventual electronic storage

  • Have orderly files with job descriptions for the upcoming class and compensation study

  • Check if any employees have missing or outdated documents or information in their fields. These missing or outdated items were then updated. 

All of these employees readily gave up their time to do this project, even on days they might normally have off. It was a wonderful example of cross-departmental cooperation and the incredible talent of our staff.

Lori Bevers Service Award

Congratulations to Lori Biever-Launder from the Newberg Public Library who won our STRIVE Award for Service in 2021!

"Lori Biever-Launder is an unsung service champion for the library circulation team. She unfailingly provides excellent service at our front desk no matter the issue or the Covid status of the moment. In particular, she has an uncanny ability to know all our patrons' names (and I do mean hundreds of them) and greets folks in a warm and personable way as they enter. She also provides internal customer service by doing many tasks not directly related to circulation such as building book displays and recommending read-a-likes. We all appreciate her long service and warmth."
