Budget Committee Meeting | Mid-Biennium Update

The City of Newberg's Budget Committee will meet on Tuesday, May 26 at 6:00 PM to review where the city stands at the midpoint of the 2025–27 biennium. The meeting is open to the public and will be held in the Denise Bacon Community Room at the Newberg Public Safety Building, 401 E. Third Street. A virtual attendance option is also available via Zoom.

The committee will receive a broad overview of city finances and operations, including fund balance updates, capital project progress, staffing changes, and an update on the city's ongoing debt reduction plan. Highlights expected to be covered include:

  • No property tax increase for FY 2026–27, thanks to a stable General Fund balance
  • Removal of the Communications Officer Fee from municipal billing statements beginning July 1
  • Grant awards totaling more than $1.3 million, including federal funding for water treatment infrastructure, FEMA reimbursement for City Hall flood mitigation, and a grant through the Newberg Police Foundation for two drone trucks for NDPD
  • Utility rate projections for 2027 and 2028, established by the Rate Review Committee to fund capital improvement projects
  • Public Works restructuring, with dedicated teams now assigned to each utility
