- Licenses are required for all dogs in Yamhill County over 6 months of age or possessing their canine teeth.
- Permits are required by the City of Newberg for any wild or domestic animals of any kind, cats and dogs excepted. See Code Compliance for more.
Barking complaints are one of the more frequent complaints we receive
While a barking dog can be a deterrent to would-be intruders, it can be frustrating to live near a dog that is unhappy and sharing it with the neighborhood. We always recommend making an effort to courteously advise your neighbor of your concerns, as they may be unaware of their pet's behavior. We also have an ordinance pertaining specifically to barking.

"Animals and birds: Unreasonably loud and raucous noise emitted by an animal or bird for which a person is responsible. A person is responsible for an animal if the person owns, controls, or otherwise cares for the animal or bird."
