How are rates determined?A Citizens' Rate Review Committee, consisting of eight citizens appointed by the City Council, study the rate proposals on a two year cycle. The committee holds a public hearing on the proposed rates. A notice of this hearing is published in The Newberg Graphic, the local newspaper and on the city's website. After reviewing the proposed rates and receiving public input, the Committee recommends a rate schedule to the City Council.
