Erosion & Sedimentation Control Permit Application
This application is to be used if you are disturbing more than 500 square feet of soil.
All projects, regardless of size, located in floodplain, stream corridor, or that have the potential to discharge stormwater offsite that will exceed state and federal water quality limits are required to install ESC measures. In addition, construction materials must be properly stored and handled during the project and the project must follow proper disposal procedures of all construction waste. Refer to the City of Newberg Erosion & Sedimentation Control Manual for additional information
If you are disturbing between 500 square feet - one acre of soil, Fill out your Erosion & Sedimentation Control Permit Application through City online permitting software
If you are disturbing more than 1-acre of soil a 1200-C Construction Stormwater General Permit will also be required from the State of Oregon, Department of Environmental Quality (DEQ).
Prequalification with the City of Newberg is required. All contractors working on public improvement projects must be prequalified.
Contractors who are not currently prequalified must complete and submit the City Prequalification application with all required attachments. A contractor may submit a request for Prequalification at any time. The date on which all required information has been received by the City will be considered the receipt date of your prequalification application.Download the fillable Contractor's Prequalification Application

Standard Specs
The 2015 edition of the City of Newberg Public Works Design and Construction Standards will provide the technical engineering design and construction information standards for all Public Works transportation projects, storm system projects, sanitary sewer projects, and water distribution system projects in the interest of health, safety and welfare of the residents of the City of Newberg.
These Public Works Design and Construction Standards - 2015 will supersede all previously issued Standard Specifications. Interpretation and enforcement of these standards shall be the responsibility of the City of Newberg Engineering Services Department.
All federal, state, county (Yamhill) or local laws and ordinances are to be adhered to. If there is any conflict between the Standard Specifications and pertinent laws and ordinances, the laws and ordinances shall prevail.
