The city started a process in 2009 to bring property into the Newberg urban growth boundary (UGB) for industrial uses and to update its economic opportunities analysis (EOA).  The Newberg City Council adopted the proposed UGB amendment and EOA update in 2013 through Ordinance No. 2013-2761.  The UGB application was then sent to the Land Conservation and Development Commission for review at the state level, and outside groups raised several objections to the proposal.  The city entered mediation with objectors at the end of 2014 and met for several months.  The mediation attempt was ultimately unsuccessful, and the city has opted to withdraw the UGB proposal from consideration.  On October 5, 2015, the Newberg City Council adopted Ordinance No. 2015-2786, which repealed Ordinance No. 2013-2761.
