Background

Rapidly increasing housing costs are considered to be a primary driver of housing insecurity and homelessness across Oregon. Coupled with stagnating wages, the resulting housing cost burdening has particularly impacted low-income households across the state. In Newberg, roughly 38% of households are considered to be cost burdened, paying more than 30% of their monthly income on housing expenses. Renters in Newberg are particularly susceptible, with 56% of renter households being housing cost burdened. The destabilizing effects of cost burdening can quickly deteriorate any sense of residential stability and force people into untenable living situations. According to Yamhill Community Action Partnership’s (YCAP) 2020 Point in Time report, 227 people in Yamhill County were determined to be living in unsheltered locations including their personal vehicles.

With this knowledge, Newberg City Council approved, in November 2020, researching more about car camping programs as part of the 5-Year Housing Work Program during the 2021-2022 fiscal year. Significantly this research has the objective of gathering more data, it was not requested or commissioned with a specific objective in mind except to educate everyone further on these issues.

To get assistance with this research, city staff responded to a request for proposal (RFP) issued by the Portland State University Toulan School of Urban and Regional Planning. This RFP was for planning assistance from students in the Master of Urban and Regional Planning (MURP) program as part of the Workshop Project program. The Workshop Project is a class for 2nd year Masters Students in the MURP program and is similar to a thesis project. The City was lucky to have been chosen for this request on planning assistance around car camping and has been working with a group of six Masters students over the last five months.
