The City of Newberg conducted an update to the Transportation System Plan for the Riverfront Master Plan Area in 2019 

 

Project Description

When the Riverfront Master Plan was adopted in September of 2019, the Transportation System Plan needed to be updated. The updated plan reflects current conditions, future conditions, and identifies transportation projects such as roadways, bike lanes, sidewalks, trails, intersection improvements, transit services, and freight routes. 

To update the plan, the Newberg Planning Commission acted as a resident advisory committee.

What is a Transportation System Plan?

The Transportation System Plan (TSP) is the 20-year plan for Newberg’s transportation network. It guides all things related to transportation in the city and plans for populations growth, where new roads could go, where they can't go, and improvement projects for streets, intersections, bicycle, and pedestrian networks, and transit. The TSP is adopted as part of the Newberg Comprehensive Plan, and there are associated Comprehensive Plan and Development Code amendments necessary to implement the updated TSP.

How well do our current transportation systems perform?

The TSP looks at safety and mobility measures in its review by analyzing crash data for safety and vehicle movement through intersections.

Several Newberg intersections had crash rates among the highest in the state when analyzed in 2013 including:

  • Highway 99W/Brutscher Street
  • Highway 99W/Springbrook Road
  • Highway 99W/Deborah Road
  • Highway 99W/Elliott Road
  • Highway 219/Everest Road
  • Highway 219/2nd Street

Mobility is measured in two ways:

  1. A numeric ratio called volume-to-capacity (v/c ratio), which represents the proportion of capacity being used at a turn movement, approach leg, or intersection, and is determined by dividing the peak hour traffic volume by the hourly capacity of the intersection/movement
  2. A letter grade derived from the level of service (LOS) method, which assigns a "report card" rating to intersections based on the average vehicle wait time. Mobility analysis indicates that most intersections are meeting mobility standards (Newberg typically uses LOS, and anything below an LOS D is not meeting standards) during peak travel times with two exceptions: Haworth Avenue/Springbrook Road, and Highway 219/Everest Road (during peak seasonal traffic times).

What is the 2035 outlook for the transportation system?

The TSP identifies future needs for roadway capacity, system connectivity, pedestrian, biking, transit, and freight. A few highlights include the following:

  • The major intersections along Highway 99W east of downtown will experience capacity issues as the city grows and adds more traffic over time. These intersections would typically not be helped by the bypass, and may experience higher turning volumes as drivers use cut-through routes to access the bypass. 
  • Most intersections throughout downtown Newberg will meet mobility targets.
  • Some connectivity needs will be met through future development, such as the extension of Villa Road to the north and Foothills Drive to the east, which will help connectivity through north Newberg.
  • Sidewalk and bike facility gaps have been identified throughout the system and critical issues are included in the project lists.

What are functional classifications?

The roadway functional classification determines the intended traffic volume of the street, with the different classifications working together to form a network (i.e. local neighborhood streets flow to collector streets, which flow to arterial streets). Each classification has a typical cross-section, which spells out the standard design and amenities of the roadway such as sidewalks, planters strips, parking or bike paths, travel lanes, and medians. Newberg has the following functional classifications: Major Arterial (Highway 99W), Minor Arterials (example: Highway 219, Mountainview Drive, Springbrook Road), Major Collector (example: Villa Road, Haworth Avenue), Minor Collector (example: Meridian Street, Crestview Drive), Local Street (neighborhood streets).

What does the project funding look like?

The projects identified within the TSP would cost approximately $115 million dollars to complete, but the city is only projected to have $18.7 million dollars to spend on transportation capital projects through 2035. In addition to city funding, additional funding will come from ODOT (approximately $10 million) and from new development (approximately $32 million). The TSP identifies 116 projects in the following categories: Expansion, Standards and Safety, Intersection, Sidewalk, Biking, Trail, Transit, and Bypass Expansion. Out of the 116 projects, 70 are considered likely to be funded in the 20-year horizon while 46 are considered to be aspirational.

The projects added in the 2021 update that include areas identified in the Riverfront Master Plan were added to the Aspirational Plan list of projects. This results in a revised updated total of approximately $72.4 million worth of investments within the Aspirational Plan. The 2021 update did not result in changes to the Likely Funded category of projects.
