Batch annexation ordinance

The City Council recently adopted a "batch" annexation process.  The process allows annexation of a group of small properties (under three buildable acres) to be considered as one group as opposed to individual ballot measures.  The proposal sets a time once every two years where property owners can request being part of the batch annexation.  Property owners retain the ability to request that annexation of their properties be considered separately instead.
 
The amendment also establishes a separate process for city initiated annexations, such as for island annexations or triple-majority annexations, that do not fit the typical property owner initiated application process. The island annexation process is modified to conform to recent changes in state law.

This proposal was considered at the recommendation of the Affordable Housing Action committee. The Planning Commission held a hearing on June 9, 2011, and recomended that the City Council adopt the changes with a few amendments.  The Newberg City Council adopted the item on July 18, 2011.
