1103 N Meridian St - Comprehensive Plan Map Amendment & Zoning Amendment

The Housing Authority of Yamhill County owns property located at 1103 N Meridian Street.  The property is approximately 3.39 acres in size and currently has a historic two-story house, shed, garage, and mature trees on the site.  The property was added to the Newberg Historic Resource Inventory in 1985.  The property is adjacent to another historic house to the north, and single family housing to the west and south.  A senior condominium housing development is directly across the street to the east, and an apartment complex is to the north of the condominium development on the east side of Meridian Street. 

The applicant proposed to amend the Comprehensive Plan designation of the site from LDR (Low Density Residential) to HDR (High Density Residential) and amend the zoning designation of the site from R-1 (Low Density Residential) to R-3 (High Density Residential).  The applicant’s future plans for the property include developing some type of multi-family housing around the existing historic structure, while retaining as many trees as possible.

The Newberg Planning Commission adopted Resolution 2010-285 at their November 10, 2010 hearing, recommending that City Council approve the requested Comprehensive Plan map amendment and Zoning map amendment.  

The City Council heard the item at their December 6, 2010 meeting and closed public testimony.  The Council deliberated on the matter on February 7 and February 22, 2011.  On  February 22, 2011, the City Council adopted Order 2011-0030 approving the requested Comprehensive Plan and Zoning map amendments with conditions.  
                        

On March 14, 2011, the city received a notice of intent to appeal the decision to the Oregon Land Use Board of Appeals (LUBA).  Petitioners did not file a petition for review for this, however, so the decision is now considered final.
