What is the Program:
The Industrial Pretreatment Program is a cooperative effort of federal, state, and local agencies to protect water quality by reducing the amount of pollutants discharged by industry and other non-domestic sources into sewer systems and the environment.
Objectives of the pretreatment program:
1. Protect publicly owned treatment works (POTW) from pollutants that may cause interference with wastewater treatment plant operations.
2. Prevent introducing pollutants into a POTW that could pass through untreated and be discharged to receiving waters
3. Manage pollutant discharges into a POTW to improve opportunities for reuse of POTW wastewater and residuals (compost).
4. Prevent introducing pollutants into a POTW that could cause worker health or safety concerns, or that could pose a potential endangerment to the public or to the environment.
The term "pretreatment" refers to the requirement that non-domestic sources discharging wastewater to sewer system to control their discharges, and meet limits established by EPA, the State of Oregon or the local municipality. This may necessitate prevention techniques, production practice improvements or treatment prior to discharge of waste into the sewer system by a company
Oregon has about 25 approved programs that oversee more than 300 industrial users. Regulatory oversight of industrial sources by approved programs includes formal permitting, compliance monitoring (routine compliance inspections and sampling), and enforcement.
What this means to you:
If you are a business owner in Newberg you will receive a letter and environmental survey by mail every few years. This survey allows the staff to categorize local businesses. If a business falls into the Significant Industrial User classification as defined by federal regulations then our staff will work with your company to help you meet all the guidelines set by the governing agencies.
If you have questions about the program or survey please view our
Frequently Asked Questions section.
