Public Information Team Biographies

Jeff Kosmicki

Jeff graduated from George Fox University in 1993. While in college he was working at a local Newberg restaurant as a part time assistant manager. Soon after graduating from George Fox, a full time opportunity opened up and he was hired as the assistant manager where he worked for about four years until becoming employed by the City.

In 1997, Jeff was hired as a full time police officer. In 1998, he was moved into a detective position primarily responsible for narcotics investigations. During this assignment the Police Department decided to partner with the County wide drug team known as Yamhill County Interagency Narcotics Team (YCINT).

In 2003 while assigned to the YCINT team, Jeff was promoted to patrol sergeant. He was assigned to patrol for nearly three years until he was reassigned to supervise the YCINT team for a year. In 2007 Jeff was promoted to Lieutenant. Operationally this assignment included supervising the Special Investigations Unit, Evidence Facility and the City's Animal Control Division.

Other duties and responsibilities include City and County Emergency Management, Accreditation, Police Policy Manual, Police Officer Hiring Process, Yamhill County Major Crimes Response Team, Public Relations Team, and the departments Public Information Officer.

Jeff is a graduate of the 221st FBI National Academy session in Quantico, Virginia. Less than 1% of law enforcement in the United States has the opportunity to attend this training. Part of the benefits of attending this training is building relationships with Federal Law Enforcement Agencies. In July 2010 Jeff was promoted to Captain.


Brittney Jeffries


Brittney has lived in Newberg for 22 years. Brittney's career at the City of Newberg began in 2006 while attending college. During the summers she worked painting fire hydrants belonging to City of Newberg's water system. In 2009 she received her Bachelor's degree in Communications at Western Oregon University (WOU). After graduation from WOU she was hired on full time with the City of Newberg Public Works Maintenance Department, reading, installing and repairing water meters. Then in 2010 she was hired as the Secretary for Newberg P.W.M. Department. Brittney serves as a certified Notary Public and is also a member of the City's Public Relations Team. Along with this she is also active with the 2010 -2012 Leadership Newberg Program developed by the Chehalem Valley Chamber of Commerce.

Dawn Wilson


Dawn has been employed with the City of Newberg since 1996. She is the senior paralegal and elections officer who works closely with the Human Resources manager on labor and employment matters. Dawn's position includes extensive problem-solving, office operations, legal research, legal review and the creation of local policy and contracts. She is also works in risk management, litigation, budgeting, monitoring of proper ethical practices, as well as managing local elections.

Not only does Dawn enjoy her work at the City and insists that she is still learning something new every day, but she has a passion for marketing, which is where her role with the Public Information team comes into play. Early on in Dawn's career with the City, she advocated public information services, recruited and trained a Linfield College student to generate a public relations campaign with aspirations of the City having a full-time public relations officer. She envisioned that this person would act as a liaison - or information channel – between the City and the public. Dawn felt that the more information the City provided the public, the easier it would be for them to make decisions about their governmental service needs and preferences. With the evolution of technology, the overflowing agendas of Americans, and the wounded economy, Dawn now believes that providing quality and succinct information in an electronic delivery system to the public is of the utmost importance.

Dawn holds a dual major bachelor degree in business management and marketing. She loves to cook; create recipes; and to marry food, wine, and music for ultimate experiences. She spends much of her leisure time learning about local businesses in the wine industry and their clientele. She often volunteers to work for local wineries because she thoroughly enjoys the social interaction of hearing what others think and why. With this information, Dawn gets to apply her creativity by planning integrated events or to help the business promote their events based upon customer feedback.

With the economic setbacks, seeing that the City operates in the most transparent way possible is more critical than ever. Dawn has always believed that the more the public knows, the easier it will be for them to decide what services and service levels they want or want to maintain.

Frank Douglas

Frank was hired by Newberg Fire Department (NFD) in 1995 as a Division Chief responsible for leading the fire department's emergency medical services (EMS). His professional career began in 1980 and since then he has served as both a career and volunteer firefighter/medic. Frank has three children. His oldest is a son and is a 2009 graduate of Linfield College, his daughter is a soon to be graduate of the University of Oregon (Go Ducks!), and his youngest son is in his first year of preschool. Frank has an Associate's degree in Fire Protection Technology from Portland Community College. He also holds a Bachelor's degree in Health administration and a Masters degree in Public Administration, both from Portland State University. Frank has had two career goals that are very important to him. First goal has been to provide strong and competent EMS to the City of Newberg and surrounding areas, accomplished with a Fire-based ambulance service. Fire-based ambulance service is the most popular model for ambulance service in the USA. His second goal has been to do his part in maintaining a healthy combination career/volunteer fire department. Combining career and volunteer firefighters saves taxpayers money, provides depth in personnel to handle emergencies, and helps keep the citizens of Newberg closer to its fire department.
