Applying for a Library Card: Non-residents of Newberg

The Newberg Public Library is operated by the City of Newberg and funded by the City. The Library is happy to serve the residents of the greater Chehalem Valley as well. Anyone, regardless of residency, may utilize the resources of the Library, however a card is required to check materials out. Below is information on the cards available to non-residents.



If you are 14 or younger and live within the Newberg School District boundaries or elsewhere in Yamhill, Marion, or Polk County you may apply for a Project Kids Card/CARE card.
    There is no charge for the Project Kids Card/CARE card due to special programs courtesy of the City of Newberg and the Chemeketa Cooperative Regional Library Service (CCRLS). These cards provide access to children's and young adult materials owned by the Newberg Public Library.

If you are 15 through high school and live within the Newberg School District boundaries  you may apply for a Project Student Card.

    It is only $10 a year for a library card for access to all materials owned by Newberg Public Library due to a special program courtesy of the City of Newberg. A scholarship program is currently available that covers the $10 fee.

If you are an adult and live outside the City of Newberg, but within the Chehalem Valley (Newberg School District) you may apply for a Non-Resident Library Card.

    There is a fee of $40 for six months or $79 a year ($35/$70 for seniors 65 and older) for a library card as you live in an area that doesn't financially support the City of Newberg Library or the Chemeketa Cooperative Regional Library Service (CCRLS). This card provides access to the materials within the Newberg Public Library and to the 2 million items in the Chemeketa Cooperative Regional Library Service system.

If you are an adult or 15 and older and live outside the Chehalem Valley (Newberg School District) in Yamhill, or in Marion or Polk Counties you may  apply for a CCRLS Library Card.

    The Chemeketa Cooperative Regional Library Service (CCRLS) area includes all of Marion and Polk counties and part of Yamhill County.    It does NOT include the Chehalem Valley (Newberg School District) area.   

    The Newberg Public Library has cooperative agreements with the other cities that operate libraries to provide library cards at no charge to residents of CCRLS . Nearby cities include McMinnville, Amity, Dayton, Sheridan, Willamina and Woodburn. If you live within another city in Polk or Marion county and aren't sure if they operate a library or not, please check with library staff and we'll be happy to help you.

    If you live outside of those cities, but within the CCRLS district, your tax support of libraries is at a very low property tax rate of $.0813 per $1,000 value. You are eligible for a Basic Card which provides for one item to be checked out at a time. You may also purchase a full service card for $60 annually.

  • Driver’s License with current address
  • Voter Registration Card
  • Printed Checks
  • Rental Agreement
  • Utility Bill
  • Ernest Agreement for those just moving
  • Cards for youth require ID from the parent showing proof of address
