raywoodStreet trees enhance the beauty and livability of our community, and are typically planted in the landscape strip between the curb and the sidewalk (part of the public Right-of-Way).
Property owners have the responsibility to maintain the street trees, the planter strip, and the sidewalk along their property frontage. If the street tree adjacent to your property is diseased, severely damaged, causing significant damage to the sidewalk or otherwise a hazard, then you can get a permit from the city to remove the street tree and replant a new one.

Property owners can remove trees from their property without obtaining a permit from the City if the tree is not:
within the Right-of-Way, a designated Stream Corridor Overlay Zone, or part of an approved landscape plan.

Approval must be obtained by Planning to remove a tree that was required as part of a design review approval.  These are usually trees in Commercial or Multi-Family developments, such as trees in the front yard setbacks or within a parking lot. If the tree was required to be preserved as a condition of approval for a development, then it is subject to those Conditions of that approval.

Trees in Stream Corridor Overlay Zones are also protected, and generally cannot be removed unless they are creating a hazard. If you have a stream on or adjacent to your property and want to remove a tree located near it, then please contact the Planning Division at 503-537-1240 to determine the location of the stream corridor overlay on your property.

Do you need to get a Tree removal permit from the City to remove a tree outside of the ROW?
NO;  Property owners can remove trees from their property without obtaining a permit from the City if the tree is not within the Right-of-Way, within a designated Stream Corridor Overlay Zone, or part of an approved landscape plan.

For owners of multifamily developments, commercial properties, industrial properties, and institutional properties: You need permission from the Planning Division to remove a tree that was required as part of a design review approval and documented on your approved landscape plan. If the tree was required to be preserved as a condition of approval for a development, then it is subject to those conditions of that approval.

Already Completed Your Tree Removal and Replanting?

When tree permits are issued by the City, applicants are required to contact City staff to arrange for inspection and verification of the removed and replaced tree(s) within six months of a permit being issued for the project.
