About
The City of Newberg has 65.5 miles of paved streets and four miles of gravel roadways –making roads the City’s largest infrastructure asset with a replacement value of approximately $150 million. The condition of our roads range from poor to good, often an indicator of the pavement age. In 2014, the City had a budget of $250,000 for pavement maintenance projects. However, over $2 million would need to be spent per year just to maintain the existing conditions. Proper preventative maintenance reduces future costs associated with full reconstruction. Without additional funding, the quality of our roads will noticeably deteriorate over the coming years and the costs to fix will continually rise. The Newberg Pavement Maintenance and Funding Master Plan is being developed to identify new funding to maintain our roads and guide how funds are spent.   

Schedule to Develop Plan
In January 2016, City Council directed staff to move forward on developing a plan to address the city’s pavement maintenance needs. City staff will be working with a consultant team with input from an ad-hoc Advisory Committee and the public. Funding resources will be examined to identify what new sources of funding may be equitably collected for pavement maintenance.

Project News
This summer, an ad-hoc Advisory Committee was formed to provide guidance to the project team. Their first meeting was held on July 14. Staff updated City Council on July 18. The project team is currently working on pavement maintenance prioritization and funding scenarios for upcoming advisory committee meetings and other public meetings. See below for committee meeting summaries with presentations..

Advisory Committee
An ad-hoc Advisory Committee has been formed to provide guidance to the project team. Their focus will be advising on how the city prioritizes maintenance activities and the consideration of how to allocate the cost share for road maintenance and preservation.

The Committee is made up of 14 representatives from the business community, residents, non-profits, the school district, and others who use and help pay for roads.

Public Meetings/Get Involved:
The concerns of the citizens of the City of Newberg will be important in the development of the Newberg Pavement Maintenance and Funding Master Plan. Decisions will be informed by the needs and issues important to the public.

  • WEDNESDAY, SEPTEMBER 28th 5-7 p.m. Public Safety Building, 401 E. 3rd Street. Attend an open house and give your feedback online.

Join us for a meeting on September 28th and provide public comment (or give feedback online). The meeting will begin at 5 pm and go till 7 pm. 401 E. 3rd Street.

Public Meetings/Get Involved

  • Join us for a meeting this fall and provide public comment. The September meeting will be scheduled soon. Check back for more information and updates.

The plan development includes an Advisory Committee comprised of community members appointed by the Mayor. The committee and the project team provide input to the City Council, who will make recommendations for funding options. We will want to hear from you during this process.
