The Crestview Drive Improvement Project was first advertised for bids on April 22, 2011. A total of six bids were received on May 12, 2011. One bid was not opened and rejected because it did not meet the OAR prequalification requirements. Bid results for the five qualified bids are listed below from the lowest to the highest value:

The Engineer’s estimate is $ 1,009,692.00. This project, subject to BOLI prevailing wage rates, includes approximately 840 linear feet of roadway construction and two compact roundabouts, with associated storm, water, streetlight, screen wall, and landscape installations, and roadway striping and signing. Scope includes joint trench conduit installation for PGE and Comcast. Frontier Communications NW plans to relocate its own facilities.
City Council has awarded the construction project to Kizer Excavating Company on June 6, 2011. This ushers in the contract phase and a preconstruction conference is scheduled on June 21, 2011. NW Natural has scheduled for the installation of a new gas line on the north side of Crestview Drive from June 8, 2011 through June 24, 2011. This gas line relocation is necessary as part of the advance work for the project. Construction of the project by Kizer Excavating Company is anticipated to begin in July and complete in November, 2011. The City appreciates your understanding and patience while work is in progress.
