The Citizens' Rate Review Committee (CRRC) is a group of Newberg Citizens, appointed by the City Council, which meets to review the rate requirements for the water, wastewater and storm water funds, including a new customer class for the springs customers and a credit program for low income customers. They also consider water and wastewater systems development charges (SDCs) based on the recently adopted Water Master Plan and Sewerage Master Plan.
