Per the City Charter, the City of Newberg run the Council/Manager form of goverment.  This allows for the City Manager to oversee City Personnel with accountability to the City Council.  We hope that you will find the City's organizational chart a useful tool to see how the City department's are set up and the chain of command in this form of government.
