During a City Council meeting the Newberg City Council performs various actions and duties. A very important role the City Council has is overseeing City business and directing staff, by means of motions. Many times these motions are to approv resolutions, ordinances, or orders. Other times they make a general motion just giving general direction for the City staff. Sometimes they approve what are called proclamations.
Resolutions:
Approval of a resolution is the exercise of the City Council's administrative authority. Resolutions are generally used as means to guide staff on the policies or directives from Council.
Ordinances:
Approval of an ordinance is the exercise of the City Council's legislative authority. These are commonly used to put something into City law.
Orders:
Approval of an order is the exercise of the City Council's quasi-judicial authority. This is for matters of land use.
Proclamations:
A formal public announcement or declaration supporting dates of importance or actions by individuals and/or groups, which are favorable to the Newberg community. In some instances, proclamations are approved by the entire Council; in other instances the Mayor has the sole discretion to issue a proclamation.
